Implementation of the White List Management System for Imported Hazardous Chemicals in Fuzhou Customs District

On February 3rd, under the supervision of Rongcheng Customs under Fuzhou Customs, a batch of imported photoresist using the "whitelist" management system was successfully delivered to the warehouse of Fuzhou BOE Optoelectronics Technology Co., Ltd. and immediately put into production, marking the implementation of the "whitelist" management system for imported hazardous chemicals in Fuzhou Customs District.

It is understood that the "White List" management system for imported hazardous chemicals is an innovative measure taken by the General Administration of Customs to coordinate development and safety, and to ensure high-quality development of strategic emerging industries through high-level safety supervision. Customs comprehensively assesses the risk situation in the high-tech fields supported by the state, and includes enterprises and products with good credit, stable types, and controllable quality in the "whitelist". Following the principles of "voluntary participation, effective supervision, controllable risks, and classified policies", the customs continuously optimizes the inspection mode, scientifically and accurately implements graded and classified control, and constructs a differentiated supervision mechanism for the import of hazardous chemicals in emerging industries.

Fuzhou BOE Optoelectronics Technology Co., Ltd. has become the first beneficiary enterprise of this policy. The company's business revolves around the research and development, production, and sales of products related to thin-film transistor liquid crystal display devices. It is a national high-tech enterprise, an AEO advanced certification enterprise, and a pilot demonstration for the integration of new generation information technology and manufacturing industry. With the accelerated development of the industry, the enterprise's demand for imported raw materials continues to increase. Last year, a total of 148 batches of photoresist were imported, with a total value of about 100 million yuan.

Our company has been importing hazardous chemicals such as photoresist and interlayer insulation film for a long time, and hazardous chemicals arrive at the factory almost every day. Previously, batch inspection was required, but after being listed as a "whitelist" enterprise, the inspection rate can be reduced from 100% to 10%. Each shipment can be put into use 2-3 days in advance, and it is expected to save about 1 million yuan in terminal storage fees, demurrage fees, etc. throughout the year. ”Wu Wenping, the person in charge of Fuzhou BOE Optoelectronics Technology Co., Ltd., said.

Fuzhou Customs, in accordance with the work arrangement of the General Administration of Customs to replicate and promote the "whitelist" management system, immediately carried out policy promotion of "offline discussions+online Q&A" to high-tech enterprises in its jurisdiction. Following the principles of "one enterprise, one policy" and "one product, one policy", it clarified the application conditions and material list for enterprises, and guided them to improve their quality control and safety production capabilities.

After the implementation of the 'whitelist' management system, customs can provide convenient policies such as reducing on-site inspection and sampling ratios for 'whitelist' enterprises and products, helping to achieve 'zero waiting' for customs clearance and 'zero delay' in production, which not only improves customs clearance efficiency but also saves comprehensive foreign trade costs. ”Zhang Jukai, the head of the inspection department of Rongcheng Customs stationed in Fuqing, said.

In the next stage, Fuzhou Customs will continue to promote the replication and promotion of the "whitelist" management system, implement "good policies" to promote the "rapid development" of enterprises, continuously improve the efficiency of inspection and supervision and service levels, and maintain the stability of the industrial chain and supply chain of important enterprises in high-tech key industries.
