Ningde Customs escorts the export of marine engineering ships

On February 3, under the supervision of Ningde Customs under the jurisdiction of Fuzhou Customs, the Panamanian semi submersible ship "Road of Hope" set sail with five "Made in China" marine engineering ships to Tanzania, the country jointly built along the "the Belt and Road", to contribute to the construction of local ports. This is the first batch of marine engineering ships exported by Ningde in the New Year.

Due to the huge volume and special structure of marine engineering ships, the transport ships loaded with marine engineering ships cannot enter the port due to the small port capacity of Ningde Shipbuilding Terminal, and the traditional dock loading and unloading mode cannot meet the loading demand. In order to solve the export problem of enterprises, Ningde Customs customized the "direct loading at anchorage" mode. After the declaration and release of offshore vessels, they were transported to Guanjingyang anchorage by tugs in the port. After the semi submersible vessel dived to the appropriate draft, it was accurately loaded to the predetermined deck position.

"The height and center of gravity of offshore vessels are high, and the transportation process is difficult. This' packing 'mode of transportation not only greatly saves berthing costs, but also avoids possible equipment damage caused by multiple transshipments." Chen Qingdong, the person in charge of Fujian Ningde Sinotrans Co., Ltd., said, "This scheme solves the transportation problem of special vessels for our enterprise, significantly shortens the ship export and loading cycle, and reduces the time by more than 70%."

To ensure the smooth delivery of export vessels, we have implemented convenient customs clearance measures such as' appointment inspection ', pre checking new ship certificates and transfer procedures, integrating declaration, inspection, and release processes, and significantly reducing customs clearance time, "said Chen Pan, Deputy Director of the Ningde Customs Supervision Department.

It is reported that during the loading operation, Ningde Customs fully utilizes technology to empower supervision methods, and implements full process supervision of semi submersible ship operations by deploying mobile monitoring on loading platforms and transport boats. With the assistance of unmanned aerial vehicle cruising and ship AIS systems, the loading progress, navigation trajectory, and implementation of safety measures are obtained, forming a visual supervision of the entire chain from customs declaration, port transportation, loading, and port exit. Minimizing interference with normal operations to the greatest extent possible, achieving a balance between safety and efficiency.
