The multi-level and widely covered "water land air" three-dimensional international logistics channel plays an important supporting role in the development of foreign trade. In order to further reduce the logistics costs of the whole society and smooth the domestic and international dual circulation, on January 27th, the General Administration of Customs launched a pilot program for the supervision of sea rail intermodal and water water intermodal transport for import and export goods on the basis of the original export rail public intermodal transport pilot program. This will open up logistics channels between coastal ports, border ports, and inland areas, achieve the coordinated development of "ports+railways+inland rivers", and bring new opportunities for the coordinated development of coastal and inland areas.
According to Luo Fumao, Deputy Director of the Port Supervision Department of Qingdao Customs, under the new model, enterprises can achieve "one customs declaration, one inspection" for eligible goods, avoiding the need for customs transfer procedures and achieving "zero waiting" for goods to be reloaded, effectively reducing logistics costs and transit time for enterprises. ”
Previously, sea rail intermodal goods needed to go through customs procedures separately at the port and railway. Now, it only needs to be completed at the port of entry in one go, and the goods can be directly reloaded after arriving at the railway station, saving time and effort, "said Zhu Huimin, manager of the freight forwarding business center of Qingdao Zhongchu Logistics Co., Ltd. According to calculations, each shipment can save about 200 yuan in various costs and reduce customs clearance time by 50%.
Located at the sea land junction of the "the Belt and Road", Qingdao Port is an important outlet of the Yellow River basin. At present, 55 inland ports have been built, 86 sea rail intermodal trains have been opened, and the sea rail intermodal transport volume has ranked first in China for 11 consecutive years. In the past, the sea rail intermodal transportation mode did not truly achieve "one-stop" due to the need to handle customs clearance procedures at the same time when changing the transportation mode. The implementation of the new mode of customs supervision for sea rail intermodal transportation will further promote the development of sea rail intermodal transportation business.
