By 2025, the import value of agricultural products in Shanghai will reach 2018.3 billion yuan, a year-on-year increase of 2.4%

Shanghai Port is the largest import port for agricultural and food products such as fruits, meat, and frozen seafood in China. According to Shanghai Customs statistics, by 2025, the import value of agricultural products in Shanghai will reach 2018.3 billion yuan, a year-on-year increase of 2.4%. Ensuring the safety and rapid entry of these products into the domestic market is directly related to the quality of the people's "basket of vegetables" and holiday dining tables. Shanghai Customs has always prioritized the protection of national biosafety and food quality safety, continuously improving the level of customs clearance convenience through institutional innovation and technological empowerment.
Empowered by intelligent supervision, customs clearance efficiency has entered the fast lane of informatization. Shanghai Customs deepens the construction of "smart customs" and achieves key breakthroughs in the field of animal and plant quarantine. For imported fruits, this customs applies an intelligent evaluation model for the cold treatment effect of imported fruits, achieving rapid verification of approximately 1500 data points per container; Cooperate with Chilean authorities to establish a bilateral mutual recognition model for the insertion and verification of temperature probes for cold processed fruits exported to China. Containers verified online through the "Smart Animal and Plant Inspection Platform" can save at least half a day of customs clearance time. Meanwhile, relying on the intelligent approval system, the processing time for animal and plant quarantine permits can be compressed to 10 seconds, achieving a fundamental transformation from "manual operation" to "data operation".
Focusing on "freshness, liveliness, and urgency", personalized channels ensure "zero delay". In response to the short shelf life and high time requirements of fruits, frozen aquatic products, edible aquatic animals, etc., Shanghai Customs has established a special "green channel", implementing "7 × 24 hour" appointment inspection and "on-demand inspection, fast inspection and release". For frozen aquatic products, the customs vigorously promote a combination of measures such as "advance declaration", "unaccompanied inspection", and "two-stage access", and innovatively carry out a pilot reform of "whitelist+sampling release". For "whitelist" enterprises with overseas enterprise audit capabilities, long-term stable supply of goods, and standardized management systems, customs will quickly release them after verifying the accompanying documents such as foreign official certificates and passing the inspection. The shortest time for products such as frozen salmon to land on the plane and be put on the shelves for sale will be reduced to 12 hours, improving the freshness of consumer terminals while ensuring safety.
On the premise of "good management", achieve "fast communication" and build a solid safety bottom line. Facilitation does not mean relaxing regulation. Shanghai Customs integrates thousands of quarantine and safety rules through a smart system to achieve automatic and accurate verification of declaration data. For enterprises and products that enjoy convenient measures, the customs will simultaneously strengthen risk monitoring, enterprise verification and other follow-up regulatory measures, weave a dense full chain regulatory network, and ensure that security responsibilities are implemented effectively. In 2025, the customs will safely release 63000 tons of imported chilled aquatic products, a year-on-year increase of 37%. This set of data is the best reflection of the balance and win-win situation between safety and efficiency.
As the Spring Festival approaches, Shanghai Customs will continue to focus on the needs of the masses, with a sense of responsibility to "always be at ease", continuously optimize regulatory service measures, ensure the safe and smooth clearance of various agricultural and food products, and fully protect the dining tables of thousands of households during the Spring Festival.
