2025 Zhongshan Foreign Trade Annual Exam Paper: Customs Empowers Zhongshan Import and Export to Achieve Historical High

According to customs statistics, in 2025, the total import and export value of Zhongshan City will be 287.21 billion yuan, a year-on-year increase of 1.1%, and the total import and export value will reach a historical high. Among them, exports amounted to 251.56 billion yuan, an increase of 1%; Imports amounted to 35.65 billion yuan, an increase of 2.1%. In 2025, facing the complex and ever-changing external environment, Zhongshan's foreign trade achieved positive growth and reached a historic high, which was not easily achieved. In the "annual examination" of high-quality development of foreign trade in 2025, Zhongshan Customs will take precise supervision and efficient service as the pen, and submit qualified answers with five hard core measures.

——Platform reform takes the lead in breaking through and seizing the "key points of scoring". Promote Zhongshan Bonded Logistics Center to become the only unit in South China to pilot the comprehensive bonded zone reform measures, implement six supporting measures from Gongbei Customs, carry out the first national B-bonded "checkpoint classification and grading management" business, and create the city's first 24-hour checkpoint clearance mode. In 2025, the value of goods entering and leaving the Zhongshan Bonded Logistics Center will reach 3.79 billion yuan, an increase of 14%, and a new scene of "bustling" foreign trade will emerge.

——Industrial synergy and precise efforts are being made to activate the 'growth engine'. We will promote the smooth operation of Shunye's high-end display supply chain bonded warehouses, guide semiconductor leading enterprises to set up public bonded warehouses and build a "South China distribution base" for storage chips. The value of goods in and out of the two benchmark projects of "deep warehouse moving west" will reach 7 billion yuan, and accelerate the formation of the "golden corridor" of the Pearl River export electronic information industry driven by the Shenzhen China channel.

——Focus on the "Shenzhen headquarters+Zhongshan manufacturing" model to promote the development of the chain. Connect with key projects in towns and streets, provide "one-stop service" for the approval of processing trade business such as new factory research, manual establishment, etc., superimpose and implement a package of measures to promote the high-quality development of processing trade enterprises, support the enterprises moving to the east bank of the Pearl River Estuary to quickly settle down and reach production capacity, help the enterprises of "Shenzhen Headquarters+Zhongshan Manufacturing" to import and export more than 16.73 billion yuan throughout the year, an increase of 28.8%, and highlight the leading role.

——Livelihood security answer sheet warms the heart, guarding the "bottom line of people's livelihood". We will carry out reforms such as "batch inspection (quarantine)" of agricultural and food products for export and remote inspection of bamboo, wood and grass products, improve the quality and efficiency of inspection and quarantine processes, supervise the supply of 25000 tons of ice fresh aquatic products and aquatic animals, 17000 tons of fresh vegetables to Hong Kong and Macao, and escort the rapid inspection and release of Zongzi, moon cakes, and New Year food, providing a solid guarantee for the stable supply of "food baskets" in Hong Kong and Macao.

——Give equal importance to technological protection and national security, and build a strong "development barrier". Relying on the only national optoelectronic evaluation base - Zhongshan Optoelectronic Product Technical Trade Measures Research and Evaluation Base, we have carried out technical and trade response, successfully promoted Saudi Arabia to revise technical regulations, India to exempt some products from mandatory certification, benefiting the export of refrigerator products to Saudi Arabia and helping enterprises expand their exports to India; Identify the first intercepted Indian emerald fly in China, identify, discover and name three new species of cockroaches, strictly prevent the invasion of foreign organisms, and safeguard the security of the country's borders.
