Xinjiang has been an important post station on the ancient Silk Road since ancient times. Along the ancient Silk Road, camel bells sounded and caravans continued, connecting trade and cultural exchanges between the East and the West. Since the successful hosting of the China Asia Summit, cooperation between the two sides has entered a new stage of closer and more pragmatic cooperation. Urumqi Customs implements the spirit of "mutual respect, mutual trust, mutual benefit, and mutual assistance, promoting common modernization with high-quality development" in the Central Conference on Surrounding Work, takes the initiative to serve the overall diplomatic situation of neighboring countries as the starting point, builds a "1+2" customs international cooperation and exchange platform, continuously deepens cooperation with Central Asian countries, works together to prevent and resist security risks, and jointly improves the level of cross-border trade facilitation.

Face to face experience exchange and technological interoperability promote development. China and Central Asian countries face common challenges in risk prevention and control, inspection and quarantine, and other fields. Through technical exchange meetings, both sides can exchange technological achievements, promote technological innovation, and jointly solve technical problems in foreign trade development. Urumqi Customs has comprehensively strengthened cooperation with Central Asian customs in areas such as port supervision and inspection, health and hygiene, and joint risk prevention and control by hosting and hosting the first meeting of the China Central Asia Customs Implementation Non Invasive Inspection and Intelligent Map Review Technology Cooperation Joint Working Group in 2025, as well as the China Tajikistan Border Customs Risk Management Work Conference.

The cooperation mechanism "shakes hands" and jointly builds barriers to control risks. Building a China Central Asia quarantine cooperation mechanism is conducive to consolidating the foundation of "the Belt and Road" cooperation, expanding new space for cooperation and adding new impetus to cooperation. Urumqi Customs has established cooperation and exchange mechanisms for animal and plant quarantine, as well as liaison communication mechanisms with relevant authorities in Kazakhstan, Kyrgyzstan, and Uzbekistan. Regular communication and consultations have been conducted on agricultural and food product trade, disease and epidemic prevention and control, food safety, and other related businesses. Relying on the border port health and quarantine liaison mechanism, information exchange mechanism, and joint handling mechanism for public health emergencies established with Kazakhstan and Kyrgyzstan, we have strengthened the communication of epidemic information and health quarantine business, and for the first time, facilitated cross-border joint monitoring of vector borne diseases between China, Kazakhstan, and Kyrgyzstan, strengthened the collection and monitoring of infectious disease information, and enhanced the prevention and control capabilities of infectious diseases in border areas.

Conduct joint research on the "chain of doors" and reach a consensus on clearing blockages. Port customs clearance has entered a new stage of "intelligence+synergy". We have jointly carried out research with Kazakhstan Customs and Kyrgyz Customs, reached an agreement on joint port research, focused on solving port customs clearance congestion points in a problem oriented way, improved the two-way traffic capacity of border ports, and deepened customs cooperation under the framework of the "the Belt and Road" from "hard connectivity" of infrastructure to "soft connectivity" of standard rules.

The camel bells of the ancient Silk Road have long gone, but the two-way journey across mountains and seas has never stopped. Running at the forefront of the joint construction of the "the Belt and Road", Urumqi Customs strives for progress with "innovation" and promotes the development of foreign trade to a new height through the construction of the China Central Asia Customs Clearance Cooperation Center.
