On January 15th, a batch of International Road Transport Convention (TIR) transport vehicles departed from Qingdao Airport Comprehensive Bonded Zone, carrying more than 9000 pairs of shoes. After efficiently completing the consolidation, distribution, and customs procedures within the comprehensive bonded zone, these goods will be exported through the Manzhouli Port and ultimately arrive in Russia through the "TIR+bonded" model. This is the first batch of "TIR+bonded" business launched nationwide.

TIR, also known as the Convention on International Road Transport, is a global customs facilitation system in the field of international cross-border cargo transportation. Its aim is to simplify customs clearance procedures, improve clearance efficiency, and promote the facilitation and safety of multilateral trade and international transportation.

TIR transportation has the characteristics of "door-to-door" and "point-to-point", with no vehicle changes or inversion throughout the entire process. Customs along the way do not need to inspect the goods without special circumstances, and enterprises do not need to pay transit guarantees to customs along the way, greatly reducing logistics time and costs, making road transportation truly complementary to transportation methods such as sea, air, and railway.

Under the "TIR+bonded" supervision mode, enterprises can store goods in the customs special supervision zone, declare through the "first-line integrated entry and exit zone" according to overseas orders and TIR vehicle plans, and handle the "one-stop" process of goods export, transportation, and export, directly to overseas destinations. Imported goods can first enter the bonded warehouse in the comprehensive bonded zone, temporarily suspend the payment of import taxes, and alleviate the financial pressure on enterprises.

As of now, the SCO Demonstration Zone has opened four international road transportation routes to Russia, Belarus, and other countries, with smooth operation and obvious logistics advantages. The "TIR+Bonded" regulatory model deeply integrates the policy advantages of Qingdao Airport Comprehensive Bonded Zone with the TIR hub platform functions of the SCO Demonstration Zone. Export goods are shipped more flexibly, tax refunds are returned earlier, and imported goods can be temporarily stored in the bonded zone nearby, greatly enhancing the attractiveness of the TIR model to enterprises and effectively driving the growth of TIR shipping volume.

According to estimates, the cost of international road transportation is about 25% of air transportation, and the transportation time is twice that of railways, which significantly saves time and logistics expenses for enterprises. The 'TIR+bonded' model not only facilitates the consolidation and early tax refund of goods within the comprehensive bonded zone, but also ensures efficient and reliable TIR transportation, allowing import and export enterprises to truly feel the dividends of policy innovation. ”Zhang Quanwen, Multimodal Transport Director of Qingdao Shangkong Cross border E-commerce Operation Co., Ltd., said.

To ensure the smooth clearance of the first shipment, Qingdao Jiaodong Airport Customs and Jiaozhou Customs, under the jurisdiction of Qingdao Customs, jointly discussed a plan with the Qingdao Airport Comprehensive Bonded Zone Management Committee and enterprises to conduct simulation tests in areas such as cargo consolidation and vehicle exit, and to clear key nodes.
