As one of the nine iconic projects in the construction of smart customs, the Smart Customs Big Data Pool is hosted by the Risk Control Department of the General Administration of Customs, undertaken by Shanghai Customs, and co organized by three General Administration risk control bureaus and seven directly affiliated customs risk control sub bureaus. It is committed to building a smart customs data bloodline network, enabling data to be managed, flowed, and used effectively, and providing a strong foundation and new capabilities for the construction of smart customs.

In 2025, the big data pool will establish a series of data lifecycle management regulations, including resource usage management procedures and data architecture, to set a "runway" and establish "traffic regulations" for the compliant and efficient circulation and use of data, ensuring that data usage is rule-based and legal. More than 290 billion data resources have been pooled and supplied on demand, with a 10.6% increase in data volume compared to 2024, providing strong support for the data needs of 59 agency level projects such as smart supervision and inspection.

The big data pool project is like a smart customs building a 'central reservoir' with huge capacity, clear water quality, and connected pipelines, breaking the previous' chimneys' and 'islands' of scattered data and numerous systems. It truly solidifies the advantages of data resources into the' cornerstone 'of high-quality development, providing' source of fresh water 'for the deep application of smart customs, "said the relevant agency level model construction and development personnel.

Smooth blood circulation, share circulation, and use multiple channels to balance supply and demand services. The big data pool is committed to building a data sharing and exchange system that is horizontally to the edge, vertically to the bottom, and internally and externally collaborative. Externally, we efficiently "import" and "supply" data, importing over a hundred data items from foreign ministries, provincial and municipal units such as the State Administration of Taxation, and providing nearly a hundred data items to external units. Internally, the use of big data pool data resources is fully open, and a "positive list" and "negative list" for data distribution have been established. Over 100 billion pieces of data have been distributed, enabling data to reach and empower grassroots, and activating frontline data application capabilities.

Moving towards novelty and climbing towards heights, the application of data empowerment technology is advancing in both directions. In 2025, the low threshold and convenient "new tool" for knowledge and data - data portal - will be unveiled, and the intelligent and efficient data tool - "Yunqing" system will be optimized and upgraded. Customs across the country will make good use of the new tool and develop new capabilities. The data portal has been launched and operated nationwide, integrating a one-stop unified entrance for data publishing, viewing, and usage. The "Yunqing" system has been fully upgraded with the introduction of AI assistance, significantly reducing the threshold for applications. It integrates six major functions: cloud search, cloud brain, cloud sharing, cloud vision, cloud station, and cloud review. Nearly 800 customs officers from across the country are competing on the same stage, achieving a multiplier effect and moving towards intelligence. By 2025, the national customs will rely on "Yunqing" to analyze and transfer cases worth over 20 billion yuan, and work together with data to promote intelligent co creation and sharing.
