The Guangdong Hong Kong Macao Greater Bay Area has frequent economic and trade exchanges, dense personnel logistics, and prominent cross-border risk drift and complexity, posing severe challenges to the prevention and control of national security risks. In 2025, under the guidance of the Risk Control Department of the General Administration of Customs, the Guangdong Branch of the General Administration of Customs will lead the direct customs units in Guangdong Province to build an integrated risk prevention and control system for customs in the Greater Bay Area with the "Smart Customs Strong Country" action as the driving force, and work together with Hong Kong and Macao customs to build a comprehensive risk prevention and control system for customs in the Greater Bay Area. With the power of technology and collaborative wisdom, we will strengthen the security barrier at the entrance of the Greater Bay Area and safeguard high-quality development.

Collaborative linkage, weaving a dense cross-border prevention and control network. In response to the cross-border risk characteristics of the Guangdong Hong Kong Macao Greater Bay Area, the mainland and Hong Kong Macao customs jointly promote the transformation towards integrated and coordinated prevention and control, and establish a comprehensive cooperation framework. The cooperation has established and put into use a cross-border "Risk Joint Assessment Center", providing practical support for efficient coordination and prevention with Hong Kong and Macao customs. Guangdong Hong Kong and Guangdong Macao customs have focused on key prevention and control areas and conducted joint assessments 7 times, achieving early identification and disposal of risks.

Double directional efforts will be made to continuously strengthen the effectiveness of prevention and control measures. Under the coordination and command of the Risk Control Department of the General Administration, the mainland and Hong Kong and Macao customs closely cooperate, covering all channels and fields of collaborative cooperation, timely organizing and carrying out special operations, seizing a large number of cases, transferring 65 case clues, and continuously upgrading the deterrent effect of risk prevention and control. At the same time, the customs of mainland China and Hong Kong and Macau deepen their integration through case sharing, specialized training, and mutual visits. They adopt forms such as opening columns, holding courses, and exchanging seminars to comprehensively enhance their collaborative prevention and control efforts.

Empowered by technology, activate the "new engine" of precise prevention and control. Mainland and Hong Kong/Macau customs cooperate to promote the Guangdong Hong Kong Macao Greater Bay Area customs to solve cooperation problems through technological innovation. The cooperation of intelligence sharing mechanism continues to upgrade, and the volume and quality of risk intelligence exchange will significantly improve by 2025. Special personnel will be assigned to follow up on major clues, and the effectiveness of collaborative disposal will be greatly improved. Mainland and Hong Kong/Macau customs jointly explore the application of big data, increase efforts to crack down on smuggling of water related passengers, cigarettes, drugs, etc., form a good pattern of coordinated crackdown, and cooperate to investigate and crack down on cases worth over 1 billion yuan.

Focus on national strategy and strengthen security defenses in key areas. Faced with complex international risks and challenges, mainland customs are closely monitoring important areas such as export control and collaborating with Hong Kong and Macao customs to carry out full chain prevention and control. In the work of strategic mineral export control, the customs of Guangdong and Hong Kong have worked closely together to crack down on a series of cases of strategic mineral smuggling around the port, successfully blocking the illegal smuggling chain of strategic minerals.
