Brazil launches second anti-dumping sunset review investigation on polypropylene resin from South Africa and India
On December 24, 2025, the Foreign Trade Secretariat of the Brazilian Ministry of Development, Industry, Trade and Services (Minist é rio do Desenvolcimento, Ind ú stria, Com é rcio e Servi ç os/Secretaria de Com é rcio Exterior) issued Announcement No. 99 of 2025, initiating a second anti-dumping sunset review investigation on polypropylene resin (resin de polipoliileno) originating from South Africa and India, in response to an application submitted by Braskem S.A., a domestic enterprise in Brazil on August 27, 2025. This case involves products under the tax numbers 3902.10.20 and 3902.30.00 of the Southern Common City. The dumping investigation period of this case is from July 2024 to June 2025, and the injury investigation period is from July 2020 to June 2025. The announcement shall come into effect from the date of publication.
The survey questionnaire will be sent to all exporters/producers, importers, and other domestic producers. Stakeholders should submit their responses through the SEI electronic information system within 30 days of receiving the questionnaire.
Stakeholders may apply for a hearing within 5 months from the date of initiation of the investigation.

On March 19, 2013, Brazil initiated an anti-dumping investigation into polypropylene resin originating from South Africa, South Korea, and India. On August 28, 2014, Brazil made a positive final ruling on the case.
On August 28, 2019, the Brazilian Ministry of Economy issued Announcement No. 52 of 2019, initiating the first anti-dumping sunset review investigation on polypropylene resin originating from South Africa, South Korea, and India in response to an application submitted by Brazilian company Braskem SA. On December 28, 2020, the Management Executive Committee of the Foreign Trade Commission of the Brazilian Ministry of Economy (GECEX) issued Resolution No. 134 of 2020, making the final ruling on the first anti-dumping sunset review of polypropylene resin originating from South Africa, South Korea, and India. The ruling continued to impose anti-dumping duties on the products involved in South Africa and India, as follows: the tax rate for South African producer/exporter Grupo Sasol is 4.6%, the tax rate for other South African producers/exporters is 16%, the tax rate for Indian producer/exporter Reliance Industries Limited is 6.4%, and the tax rate for other Indian producers/exporters is 9.9%. At the same time, the ruling did not extend the current anti-dumping measures against South Korea, which are effective for 5 years and will expire on December 28, 2025.
