The import and export value of Xinzheng Free Trade Zone in the first 11 months exceeded that of the whole last year, ranking second among the comprehensive free trade zones nationwide

On December 24th, reporters learned from Zhengzhou Customs that in the first 11 months of this year, the Zhengzhou Xinzheng Free Trade Zone achieved a total import and export value of 420.78 billion yuan, representing a year-on-year increase of 16.9%. This places it second in scale among comprehensive free trade zones nationwide, surpassing the total import and export value of the entire previous year.

In November alone, the import and export value of Xinzheng Free Trade Zone surged to the top of the national free trade zones, demonstrating strong growth momentum and resilience. Previously, the State Council approved the expansion of Xinzheng Free Trade Zone, making it the first successful expansion of a comprehensive bonded zone in the central region, adding another advantage for Henan to create a new highland of opening up.

The comprehensive bonded zone is a special customs supervision area with the highest level of openness, the most preferential policies, and the most comprehensive functions in China. It serves as the "frontier" for the development of foreign trade. As an important engine of Henan Province's export-oriented economy, the rapid development of Xinzheng Comprehensive Bonded Zone is backed by the continuous optimization and upgrading of supervision and services.

"Since the beginning of this year, on the basis of consolidating existing mechanisms, we have focused on optimizing supervision and facilitating procedures, carried out in-depth special actions to facilitate cross-border trade, continuously deepened the 'integration of zones and ports' model, innovatively established the 'AI Smart Audit' intelligent system, promoted the organic integration of 'flexible regulation' and 'effective management', and strived to escort the development of foreign trade to a new level," said the relevant person in charge of Xinzheng Customs, which is under Zhengzhou Customs.

It is reported that Zhengzhou Customs, in collaboration with the Management Committee of Zhengzhou Airport Economic Comprehensive Experimental Zone and Henan Electronic Port Company, has developed an "AI Smart Audit" intelligent agent relying on the DeepSeek large model, creating a 24-hour "electronic document review expert". This system is embedded in Henan's international trade "single window", which can automatically complete 19 normative verifications when enterprises fill out customs declaration forms, and simultaneously generate declaration guidelines covering key information such as commodity classification and regulatory requirements, achieving "pre-audit upon declaration". Currently, this function has served 17 pilot enterprises. According to the general feedback from enterprises, the declaration efficiency has increased by 34%, and the error rate has been reduced by more than 60%.

"Smart supervision not only brings efficiency, but also enhances our confidence in standardized development. Coupled with the '7×24-hour' appointment customs clearance guarantee, our operational compliance has improved, and costs have also been reduced," said Chen Jinhua, the person in charge of Yixin Tongda Supply Chain Management Service (Zhengzhou) Co., Ltd., a pilot enterprise within Xinzheng Free Trade Zone.

Currently, foreign trade enterprises are clustered both inside and outside the Xinzheng Free Trade Zone, all-cargo airlines are gathered, and cross-border e-commerce has strong growth momentum. In the first 11 months of this year, the cumulative business volume of cross-border e-commerce in the zone reached 266 million orders, an increase of 85.8% year-on-year, with the export volume increasing by 122% year-on-year.
