In December 2025, at the Bayuquan Port Area of Yingkou Port, the "Dayasangti" ship loaded with 77000 tons of imported coal slowly docked at the A5 dock, and customs officers waiting on the shore immediately carried out health quarantine and other related work. Four hours later, this batch of coal was successfully cleared and released, and then transported to the Yingkou Power Plant of Huaneng International Power Co., Ltd. for the company's power generation and heating needs to ensure people's livelihoods. In order to ensure stable energy supply in Northeast China, Dalian Customs has innovatively launched a "release before inspection+centralized declaration+risk monitoring" regulatory system for energy material imports, optimizing the quality project inspection of liquefied natural gas (LNG), liquefied petroleum gas (LPG) and other commodities, and significantly improving the efficiency of energy import customs clearance; Approved the establishment of the first LNG bonded warehouse in Northeast China, achieving an annual import and export turnover of 240000 tons.

The observation, recording, and calculation were completed in one go, and the data was directly displayed on the screen through wireless transmission. "Our self-developed portable water gauge observation device, which can be operated by individual soldiers, has the characteristics of portability, high efficiency, accurate measurement, real-time data recording, and has obtained the patent certification of the China National Intellectual Property Administration." In December 2025, 126 kilograms of freshly picked Dandong "99" strawberries were successfully shipped and will be exported to Malaysia via Dalian Zhoushuizi International Airport after passing the supervision of Dalian Customs under the jurisdiction of Dadong Port Customs. During the customs clearance process, enterprise personnel can quickly apply for the Plant Quarantine Certificate through convenient measures such as "cloud issuance" of inspection and quarantine certificates for subsequent customs clearance needs.
When reform is not completed, it is only ongoing. During the 14th Five Year Plan period, Dalian Customs pioneered the "Smart Declaration Navigation for Import and Export Commodities" function, which shortened the data entry time for a single enterprise declaration from 2 minutes to 30 seconds, and increased the standardized declaration rate for related commodities to over 99%; Exploring a new mode of inspection for the recycling of export lithium battery packaging boxes to ensure that enterprises can reuse packaging boxes for shipping lithium batteries for export. Make good use of open platforms to promote high-level opening up to the outside world

Recently, 2000 domestically produced new energy vehicles directly entered Dalian Dayaowan Bonded Logistics Center through the "ground running" method. Subsequently, under the full digital supervision of Dayaowan Customs officers, these new energy vehicles were transported directly to the Dalian Port Automobile Terminal through a dedicated cross sea channel and then exported to South Africa.
The Dayaowan Bonded Logistics Center is located adjacent to Chery Automobile Co., Ltd. Dalian Branch and Dongfeng Nissan Dalian Branch of Dongfeng Motor Co., Ltd. It has a unique location advantage of "front port, back factory", which can realize the "entry into the zone and tax refund upon entry" of automobiles, support enterprises to improve the efficiency of capital utilization, and save operating costs. In July 2025, under the supervision of Dayaowan Customs, China Shipbuilding Fuel Dalian Co., Ltd. successfully refueled 500 tons of domestically produced bonded green methanol fuel for the "COSCO Shipping Yangpu" vessel. This is the first international shipping bonded green methanol refueling business in Northeast China.
To ensure the smooth implementation of the first bonded green methanol refueling business, we have piloted the reform of "two warehouse function superposition" for bonded warehouses and export supervision warehouses. Methanol does not require actual tank pouring operations, and can be transferred between accounts through list declaration.
