In January of this year, the world's largest free trade agreement, the Regional Comprehensive Economic Partnership (RCEP), has been in effect for four years, and more and more companies are joining the ranks of beneficiaries. According to data from Gongbei Customs, in the past four years, a total of 22000 RCEP certificates of origin have been applied for by foreign trade enterprises in the jurisdiction, with a value of 7.289 billion yuan and an average annual growth rate of 17%. Chemicals, textiles and clothing have become the main export categories.

The more flexible and relaxed rules of origin under the RCEP agreement have won new development opportunities for foreign trade enterprises. Our company's polyester chips, PETG and other products are exported to Indonesia, Vietnam and other places. Due to the value ratio limitation of non originating materials, there were no applicable preferential trade agreements before. ”Zhao Liang, General Manager of Zhuhai Huarun Chemical Materials Technology Co., Ltd., introduced that after the implementation of RCEP, this product can meet the special rules of origin for changes in items under the agreement. With the RCEP Certificate of Origin issued by Xiangzhou Customs under Gongbei Customs, our products can enjoy zero import tariffs, which continues to enhance our competitiveness in the ASEAN market. ”The company has applied for a total of 778 RCEP certificates of origin over the past four years, with a total value of approximately 736 million yuan in visa goods.

In order to bridge the "last mile" of convenient benefits for enterprises, Gongbei Customs has established RCEP visa expert studios and dedicated business consultation windows, providing customized guidance for "one enterprise, one policy", actively helping foreign trade enterprises to take advantage of the lower origin rules threshold of RCEP and expand the coverage of tariff reduction dividends; At the same time, we will innovate and develop an intelligent assistant for the "full process online processing" of export certificates of origin, realizing the full process digital service of "intelligent review+self-service printing+door-to-door mailing+certificate cabinet collection", maximizing the extension of customs visa services, and ensuring that policy benefits are transferred from "paper" to "account".

While actively applying for RCEP certificates of origin, foreign trade enterprises in Gongbei Customs District also make good use of other preferential policies for origin. According to statistics, in the whole year of 2025, Gongbei Customs issued a total of 158400 certificates of origin, with a visa amount of 61.219 billion yuan, an increase of 8.72% and 10.21% year-on-year, respectively.
