Recently, under the supervision of Huangdao Customs under Qingdao Customs, China's independently developed super large semi submersible ship "Xin Guanghua" slowly descended, with its deck gradually leveling with the sea surface, marking the beginning of a "big ship carrying small boats" anchorage loading operation.

The task of the "Xin Guang Hua" vessel this time is to ship the large offshore pipeline racks produced by China Petroleum Group Offshore Engineering Co., Ltd. together with three unpowered barges carrying export goods to Qatar.

Due to the large volume of large offshore pipeline racks, in order to export them by sea, they can only be lifted onto an unpowered flat barge that can dock at the port, towed to a deep water anchorage by a tugboat, and loaded onto a large semi submersible ship like 'Xin Guanghua' along with the cargo and barge. "said Dai Fabo, the manager of the shipping department of Medieval Lianda International Shipping (Shandong) Co., Ltd.

Due to the fact that barges are also transportation vehicles, only through the special mode of transportation of "large boats carrying small boats, small boats carrying goods" can they be smoothly shipped out of the country. But a series of problems such as how to declare the entry and exit of barges, how to declare the manifest, etc. have made it difficult for enterprises.

After receiving assistance from the enterprise, we quickly assessed the difficulties of the operation and tailored a personalized 'anchorage direct installation' supervision plan. On the premise of ensuring 'controllability', we opened a dedicated channel, arranged for dedicated personnel to track and coordinate the entire process, and solved various problems that may arise during the operation in real time, achieving the goal of 'fast communication' supervision service, "said Zhang Zhisen, Deputy Director of the Huangdao Customs Port Supervision Department.

Under the full escort of the customs, the tugboat pulled the barge to dock accurately. As the hull of the "Xin Guanghua" slowly floated up, the three barges were firmly lifted on the deck, and the "Xin Guanghua" immediately pulled anchor and set sail.

In the 'anchorage direct loading' mode, such a large offshore component can be loaded in just one day, "said Dai Fabo.

As of now, more than 50 shipbuilding and marine engineering enterprises have gathered in the Qingdao Haixi Bay Ship and Marine Industry Base, forming a strong industrial cluster. To facilitate the convenient shipment of large-scale offshore equipment, Huangdao Customs continues to innovate its supervision mode, utilizing modern supervision equipment and methods such as supervision boats, drones, and smart telecommunications quarantine to effectively reduce logistics and time costs for enterprises, injecting strong momentum into the high-quality development of foreign trade at the port.

Data shows that by 2025, Huangdao Customs will ensure the smooth shipment of 6 batches of large-scale equipment through the "anchorage direct loading" mode of supervision, with an export value exceeding 2.5 billion yuan. (Written by Li Yuanzhi and Liu Haitao)
