The meeting thoroughly implemented the spirit of the Central Economic Work Conference, summarized the achievements of e-commerce work during the 14th Five Year Plan period, especially in 2025, analyzed the development situation, exchanged experiences and practices, and deployed key work for 2026. The meeting pointed out that since the 14th Five Year Plan, the Ministry of Commerce, together with various local departments, has conscientiously implemented the decisions and deployments of the Party Central Committee and the State Council, and continuously promoted the high-quality development of e-commerce. The development environment continues to be optimized, and a series of policy documents have been issued around digital consumption, rural e-commerce, cross-border e-commerce, etc., injecting strong impetus into the construction of a unified national market; The expansion and improvement of digital consumption have accelerated the formation of a higher-level dynamic balance between supply and demand. The overall scale of digital consumption has exceeded 23.8 trillion yuan, and China has ranked as the world's largest online retail market for 13 consecutive years; The integration of data and reality continues to deepen, with over 1500 industrial e-commerce docking activities covering nearly 10000 enterprises, effectively empowering the upgrading of traditional industries and promoting online and offline linkage and mutual promotion; The steady expansion of open cooperation has increased the number of "Silk Road e-commerce" partner countries to 36, the task of creating pilot zones has been smoothly promoted, and activities such as benefiting the world share the Chinese e-commerce market; The social benefits continue to improve, with over 78 million people employed, driving an average annual growth rate of nearly 20% in express delivery business volume. The scale of software information services such as cloud computing and big data is rapidly growing, demonstrating responsibility in epidemic prevention and control work. E-commerce has become a new driving force for cultivating new quality productivity and has played a positive role in building a new development pattern for services.

The meeting emphasized that the "15th Five Year Plan" period plays an important role in carrying forward the past and ushering in the future in the basic realization of socialist modernization. 2026 is the starting year of the 15th Five Year Plan. Based on the "three important" positioning of business work, we need to coordinate domestic economic work and international economic and trade struggles, coordinate development and security, with the goal of high-quality development, high-level openness, and efficient governance of e-commerce. We will focus on four aspects of work: first, adhere to the leadership of the Party, strengthen top-level design, and achieve "upward" development; Secondly, we must adhere to innovation driven development, enhance our development capabilities, and achieve "new development"; The third is to optimize the development environment, create a good ecology, and achieve "goodness oriented" development; The fourth is to expand open cooperation, highlight universal benefits and win-win situations, and achieve "outward" development.
