The Regional Comprehensive Economic Partnership (RCEP) will celebrate its fourth anniversary in 2026. Shenzhen Customs has transformed the benefits of the agreement from "policy texts" to "development effectiveness" through full chain efforts such as rule empowerment, service quality improvement, and deepening cooperation. Over the past four years, the cumulative value of goods benefiting from the RCEP agreement in Shenzhen's customs area has exceeded 33.8 billion yuan, injecting surging momentum into the high-quality development of the regional economy.
Policy promotion, precise drip irrigation rules, dividends directly reach enterprises
Over the past four years, Shenzhen Customs has anchored the goal of continuously expanding the benefits of RCEP and established a "comprehensive, multi-level, and precise" policy promotion system, allowing the agreement terms to truly benefit industries.
Shenzhen Customs has innovatively launched a three-dimensional service model of "online live streaming+offline discussion+on-site coaching+manual guidance". With the help of the "Internet plus+Customs" platform, 20 rounds of thematic policy presentations were carried out, 53 "one-on-one" door-to-door coaching sessions were carried out in industrial parks and key enterprises, more than 20 FAQs were sorted out, and policy dividend information was accurately pushed through channels such as the Shenzhen RCEP Service Center, so that enterprises could "check and learn at any time".
Yashi Optical Technology (Shenzhen) Co., Ltd. has been deeply involved in the eyewear industry for 37 years, with an export value of over 700 million yuan by 2025. Innovation, service improvement, efficiency enhancement, and continuous optimization of customs clearance convenience
Over the past four years, Shenzhen Customs has taken technological empowerment as a breakthrough point to promote the reduction of procedures, time, and costs in the application for certificates of origin. By leading the pilot of an intelligent certificate of origin verification system, we have promoted the "24/7 second level review" of RCEP and other free trade agreements' certificates of origin for standardized declaration. At the same time, we have vigorously promoted self-service printing, achieving a self-service printing rate of over 90% for RCEP certificates.
Recalling the days before the RCEP came into effect, Zhang Na, the Minister of Customs of Betray New Materials Group Co., Ltd. In 2025, Betray successfully applied for 207 RCEP certificates of origin, involving goods worth up to 370 million yuan, and has enjoyed a cumulative tariff reduction of about 7.3 million yuan in importing countries.
Collaborative construction platform for customs and land integration services covering the entire process
In June 2022, the Shenzhen RCEP Service Center was established. In August 2024, the Huizhou RCEP Service Center was established. Thus, a service pattern of coordinated linkage between two levels of RCEP service centers has been formed within the Shenzhen Customs District. Shenzhen Customs closely assists and shares resources with various joint construction units. The RCEP Service Center focuses on the full process needs of enterprises and provides them with a "one-stop" solution.
