Recently, relying on the "Shan Gang Tong" intelligent transfer mode, the internal branch ship "Huayuan Baowang" loaded with 520 container goods completed customs clearance procedures at Qingdao Qianwan Port, sounded its horn and set sail for Rizhao Port. Some of the goods will continue to be shipped to various parts of the world after connecting with international ships in Rizhao.

The "Shan Gang Tong" intelligent transfer mode is a "one port, multiple zones" combined logistics operation mode constructed by Qingdao Customs based on the actual situation of Shandong ports, with sea freight manifest as the logistics mainline, Qingdao Qianwan Port as the hub port, and six branch ports including Weihai, Yantai, and Rizhao.

In this mode, the branch port is regarded as a berth for the hub port, and the transportation of goods between the two ports is regarded as a transfer between different berths in the same port. After the goods are cleared and released at the branch port, the port will transmit the transportation application and confirmation information to the customs. After the goods arrive at the hub port, the port will send the outbound arrival report, and then the shipping agent will upload the loading manifest to complete the logistics process, eliminating the need for customs declaration and transportation.

Previously, it was time-consuming and labor-intensive to handle customs clearance procedures separately in two places. Now, through the 'Shan Gang Tong', we only need to select the combination port, and the customs procedures can be completed in one go. Since the first voyage of "Weihai Qingdao" on July 1st, Qingdao Customs has closely cooperated with Shandong Port to continuously accelerate the promotion of the "Shan Gang Tong" intelligent transfer mode, and has successively included ports such as Rizhao and Yantai in the reform pilot process. As of the end of 2025, this model has shipped 319 voyages and a total of 57800 containers in six months since its launch.

Qingdao Customs has established a logistics information ledger covering various types of goods through the interconnection of customs and port enterprise data, embedding customs supervision into the dock operation process to achieve efficient supervision. At the same time, the customs will develop an intelligent transfer platform to achieve full process control of transferred goods, create a standardized supply logistics system from branch ports to hub ports, and reshape the port logistics ecology.

This model combines the main advantages of the current integrated customs declaration and local customs declaration and customs transfer models. This enables automatic comparison and warning of cargo handling information between transfer containers and terminal loading and unloading, and strengthens the supervision of actual cargo in the intelligent transfer model.
