'Release before disposal' promotes faster customs clearance at ports

Recently, Qingdao Wanxiangtai Customs Declaration Co., Ltd. acted as an agent for an electric bicycle exported to Brazil. After inspection by customs officers, it was found that 100 spare batteries had not been declared. Huangdao Customs, a subsidiary of Qingdao Customs, has implemented the "release before disposal" operation mode and processed the "release before disposal" procedures for 462 electric bicycles that were declared normally, while simultaneously initiating the subsequent disposal process for undeclared batteries.

In the traditional mode, once abnormalities are found during on-site inspection of goods, a series of operations such as classification and identification, administrative penalties, deletion and modification of documents, and tax refunds and supplements must be completed before customs can release the entire shipment. For businesses, this means additional time and economic costs.

After abnormal inspection of exported goods, it is generally necessary to change the shipping schedule. A 20 foot container will increase the cost of rescheduling by about 1300 yuan, while a 40 foot container will cost about 1800 yuan, "Xue Jiangping said." If it is not disposed of for a long time, additional costs such as container handling fees, demurrage fees, or breach of contract compensation will be incurred, increasing the cost of the enterprise
