Before departure: Zero threshold smooth travel
According to relevant policies, domestic tourists traveling to Hainan for business or tourism do not require any additional procedures. If you plan to rent a car for self driving, the Hainan Island Expressway will still be free to pass.
Except for some goods that need to undergo inspection when entering the mainland from Hainan Free Trade Port, most goods and all personnel, items, transportation vehicles, etc. entering and leaving Hainan Island are still managed according to current regulations, and there have been no changes before and after the closure.
After arrival: Tax exemption policy upgraded
The essential step when going to Hainan is to 'buy, buy'. After the lockdown, Hainan's tax-free policy will be upgraded from "tourist welfare" to "daily life on the island", and local residents can buy tax-free goods at their doorstep, greatly improving shopping convenience.
The main changes are as follows:
1. On the basis of the original shopping channels, new benefits will be added for outbound and offshore travelers, and their purchase amount will be included in the annual tax exemption limit of 100000 yuan, with no limit on the number of times. The shopping age will be adjusted to 18 years old or above.
2. Tax exempt goods have been expanded to 47 categories (including pet supplies and portable musical instruments), and 6 categories of domestic goods such as clothing, footwear, and hats are allowed to enter duty-free shops, which are considered as export tax refunds (exemptions).
3. Residents on the island have a record of leaving the island within one year, and can purchase 15 types of "buy and pick up" goods such as cosmetics and bags without limit in that year (with a unit price of less than 20000 yuan and a total amount not exceeding 100000 yuan).
4. After the closure, relying on the "first line opening up and second line management", the proportion of zero tariff commodity tax items has been increased to 74%, making the circulation of goods on the island more free. At the same time, the delivery and supervision services such as "buy and pick up" and "mail delivery" have been optimized.
When leaving the island: choose from 4 pick-up methods
After finishing their shopping trip, friends in Ningbo can choose different pick-up methods according to their personal needs. If there is a change in itinerary, an extension of delivery can be applied for within 30 days. If the delivery is not made within the deadline, a return must be processed.
Specific methods include: 1. Airport/station/port pickup: When leaving the island, go to the designated pickup point, verify the pickup with documents, island vouchers, and shopping vouchers, and carry it with you all at once when leaving the island.
2. Instant purchase and withdrawal: There are records of offshore islands in the current year, and 15 types of products (single item<20000 yuan) can be purchased. After paying the guarantee deposit, the products can be taken away; When leaving the island, apply for tax refunds in the quarantine area, with a total amount not exceeding the annual limit.
3. Mailing delivery: The delivery address must be outside Hainan Province, and the merchant must verify the information of the outlying island before sending it out in one go, with full real name supervision throughout the process.
4. Offshore and departing passengers: They can only pick up goods in designated areas at the airport/port and carry them with them for departure at once, with a credit limit of 100000 yuan per year.
