China Guomen Times: Shanghai Oriental Hub International Business Cooperation Zone Pilot Launch Zone Passes Closed Acceptance Inspection

On November 28th, the Shanghai Oriental Hub International Business Cooperation Zone's pilot zone passed the joint inspection of ten national ministries led by the General Administration of Customs, marking the actual operation of this national first international business cooperation zone that integrates comprehensive bonded zones, customs supervision zones, and port restricted area policies. As the core area that was put into use first, the planned area of the pilot zone is about 0.44 square kilometers, including a fence area of 0.43 square kilometers.

Shanghai Customs, based on the overall plan for the construction of the Shanghai Oriental Hub International Business Cooperation Zone, has promoted the construction of the international business cooperation zone with high standards and high quality through digital empowerment, process reengineering, and institutional reshaping. High standard customs supervision facilities, intelligent checkpoint systems, information management platforms, and other infrastructure have been fully built. In July of this year, the General Administration of Customs issued the "Interim Measures for the Supervision of Shanghai Oriental Hub International Business Cooperation Zone by the Customs of the People's Republic of China", expanding the "first line opening and second line management" system from the field of goods supervision to natural persons, providing policy guarantees for the convenient cross-border movement of personnel in special areas in China. At the same time, the customs focuses on the five major regulatory objects of "people, goods, vehicles, and enterprises", strengthens technological empowerment, innovatively constructs the "smart code operation center" model, uses data to connect business flow, document flow, decision flow, and execution flow, establishes an efficient and low intervention regulatory model, and continuously enhances the development momentum of the international business cooperation zone with the temperature of "responding to every request" and the scale of "no disturbance to everything".

It is reported that Shanghai Customs will support the development positioning of the International Business Cooperation Zone around three aspects: a new platform for facilitating international business exchanges, a new carrier for gathering service resource elements, and a new node for promoting the integrated development of the Yangtze River Delta. It will strengthen institutional supply, serve and promote the development of new business models, create a high-level new platform for opening up to the outside world, and better test systems, test pressure, and explore new paths for the country.
