"Smart Customs" enhances efficiency through "chain" management, facilitating rapid customs clearance of imported grain
The ship's horn blared as the massive vessel docked at the port. The "Greek Sea", a foreign ship loaded with over 30,000 tons of Brazilian yellow soybeans, docked at the Yangjiang Lianggang Port and completed the entire process of port arrival declaration, customs examination, and departure within 72 hours.
Behind this is the vivid application of Jiangmen Customs' "Smart Cargo Management Scenario Chain for Bulk and General Cargo by Water Transportation". This scenario chain is one of the important practices in the construction of smart customs in Jiangmen Customs. Yangjiang Customs, which is under Jiangmen Customs, is listed as one of the first 10 pilot units for the construction of the "Smart Cargo Management Scenario Chain for Bulk and General Cargo by Water Transportation" nationwide.
Upon entering the customs declaration hall of Yangjiang Customs, which is under the jurisdiction of Jiangmen Customs, Situ Xin, the manager of Yangjiang Tianyi Customs Declaration Agency Co., Ltd., is utilizing the new system function on his computer to declare inbound grain data and upload relevant documents. The declaration status of the customs declaration form and tax payment information are visible in real-time throughout the entire process.
"The certificate can be declared and received directly through the single window, eliminating the need to queue up offline for certificate printing. This can reduce the business cost by 500 yuan per shipment. The process is clear and fast, saving a lot of trouble," said Situ Xin.
The development and upgrade of the "Transportation Tool Management Water and Air System" is a crucial step in implementing the "Smart Cargo Management Scenario Chain for Bulk and General Cargo Transportation by Water". Leveraging the functions of this system, ships can handle health quarantine certificates in a paperless and "cloud issuance" manner throughout the entire process. At the same time, the system can automatically verify preferential trade agreement benefits reminders and logical compliance during enterprise declarations, assisting in the accuracy and standardization of declaration content, allowing enterprises to handle customs clearance procedures more efficiently and conveniently, and enhancing their sense of gain.
"The scene chain has removed the barriers between cargo flow, document flow, and information flow, deeply embedding intelligent elements into the entire supervision chain. This has made declarations more precise and benefits more convenient, injecting new vitality into the supervision of inbound and outbound waterway bulk cargo. Since the beginning of this year, the system has processed 23 online declarations for imported grain, with a 100% pass rate for customs declaration compliance," said Qu Jianqiang, Chief of the Comprehensive Business Section of Yangjiang Customs.
To further enhance the "Smart Cargo Management Scenario Chain for Bulk and General Cargo Water Transportation", Yangjiang Customs is also committed to promoting the application of smart quarantine supervision scenarios for imported grain. It has innovatively developed automatic sampling and screening equipment for imported grain, which is seamlessly integrated into the supervision workflow, effectively replacing manual operations for middle and lower-level quarantine inspection. This not only saves on on-site manpower but also significantly enhances operational safety.
"The currently applicable automatic sampling allows us to reduce the unloading time by 4 hours per shipment, saving over 300,000 yuan in comprehensive logistics costs annually," said Yang Zhihao, Senior Import and Export Specialist of Supply Chain at Cargill Grain and Oil (Yangjiang) Co., Ltd.
"Next, I will continue to deepen the application and implementation of the scenario chain, making smart empowerment more precise and process optimization more thorough, bringing more convenience to import and export enterprises, and injecting stronger impetus into high-quality development," said Qu Jianqiang.
