Beijing, December 25th (Reporter Liu Zhiqiang) Recently, with the approval of the State Council, the National Development and Reform Commission and the Ministry of Commerce issued the "Catalogue of Industries Encouraged for Foreign Investment (2025 Edition)" (hereinafter referred to as the "Encouraged Catalogue"), which will come into effect on February 1, 2026.
The Encouragement Catalogue is an important foreign investment promotion policy in China, as well as an important policy for foreign investment industries and regions. The revision and release of the new version of the "Encouragement Catalogue" is an important measure to attract and utilize foreign investment with greater efforts. The overall consideration of this revision is to implement the decisions and arrangements of the Party Central Committee and the State Council to stabilize foreign investment, guide more foreign investment to invest in advanced manufacturing, modern service industries, high-tech, energy conservation and environmental protection, as well as the central and western regions and Northeast China.
This revision has extensively solicited and absorbed opinions from foreign-invested enterprises, foreign-funded business associations, industry associations, relevant experts, and various relevant departments and localities, and has also solicited opinions from all sectors of society through online public solicitation. The new version of the "Encouragement Catalog" has a total of 1679 entries, with a net increase of 205 entries and 303 modifications compared to the 2022 version. Among them, the National Catalogue of Industries Encouraged for Foreign Investment (hereinafter referred to as the "National Catalogue") has a total of 619 items, with 100 items added and 131 items modified; The Catalogue of Advantageous Industries for Foreign Investment in Central and Western Regions (hereinafter referred to as the "Regional Catalogue") has a total of 1060 items, with 105 items added and 172 items modified.
The main changes are: firstly, encouraging and guiding foreign investment in advanced manufacturing industries. Add or expand relevant entries in the fields of terminal products, components, raw materials, etc. to the national catalog, and enhance the development level of the industrial and supply chains. The second is to encourage and guide foreign investment in modern service industries. Add or expand relevant entries in the fields of business services, technical services, scientific research, and service consumption to the national catalog, promoting high-quality development of the service industry. The third is to encourage and guide foreign investment in the central and western regions, the northeast region, and Hainan Province. Based on the resource endowments, distinctive advantages, and actual industrial development in various regions, expand the scope of encouragement in the regional catalog.
Next, the National Development and Reform Commission will work with relevant departments to strengthen guidance and coordination, and ensure the implementation of policy measures. At the same time, we will take multiple measures to create a market-oriented, rule of law, and international first-class business environment for foreign investment in China, so that more multinational companies can better share China's development opportunities.
Expand foreign investment inflows from point to area. Give full play to the role of the specialized team for major foreign investment projects, open up green channels, and continue to promote the construction of the first eight batches of projects. Accelerate the launch of a new batch of major foreign investment projects, coordinate and solve national level issues related to land use, sea use, environmental impact assessment, energy consumption, etc., and further leverage the demonstration and driving role of major foreign investment projects.
Continuously improve the satisfaction of foreign-funded enterprises. Carry out a special action to serve foreign-funded enterprises, understand and promote solutions to the problems and demands faced by enterprises in investment landing, production and operation through various channels. Strengthen communication and exchange with foreign investors, foreign-funded enterprises, and foreign-funded business associations, timely listen to opinions and suggestions, and provide convenience for foreign investment in China in accordance with the law.
Build a platform for investment cooperation between Chinese and foreign enterprises. Timely organize and carry out international industrial investment cooperation docking activities, build a platform for foreign investment in China and local foreign investment promotion work, and promote more project negotiation and signing.
