Logistics is the "backbone" of the real economy, and the transportation network of the Western Land Sea New Corridor continues to extend, covering 163 stations in 75 cities across 18 provinces in China, and reaching 581 ports in over 127 countries and regions. Through this international logistics channel, more than 1200 types of goods, including electronic products, vehicles and components, machinery, small appliances, food, etc., can be efficiently and quickly transported to various parts of the world, injecting strong momentum into regional coordinated development. As an important hub for the western land sea new channel, Qinzhou Port Customs under Nanning Customs actively improves port infrastructure construction, explores innovative regulatory systems, and promotes the integration of "soft connectivity" and "hard connectivity" at ports. From January to October this year, Qinzhou Port Customs supervised 8447 sea rail intermodal trains for the Western Land Sea New Channel, a year-on-year increase of 10.5%.
Recently, 29 spare parts from Changan Automobile departed from Chongqing Yuzui Station and arrived at Qinzhou Port Railway Center Station. They were then transported by a transfer car to the front of the dock and slowly set sail on the "Haifeng Guangyang" ship to Linchaban, Thailand. The convenient sea rail intermodal transportation mode has formed a strong "magnetic attraction effect" of goods sources - goods from other places such as Chongqing, Sichuan, Yunnan, etc. are gathering at the Qinzhou port shore through the western land sea new channel. From January to October this year, the import and export of provinces, regions, and cities along the Western Land Sea New Corridor via Qinzhou Port amounted to 149.63 billion yuan, an increase of 28.2%.
The rapid expansion of foreign trade at ports has brought about an increasing demand for fast customs clearance. In order to solve the bottleneck problem of low efficiency in the connection between ports and railways, Qinzhou Port Customs actively promotes the integration reform of sea rail intermodal transportation in the western land sea new channel, successfully breaking down the physical isolation and data barriers between Qinzhou Central Station and the port, improving comprehensive operational efficiency by about 30%, and achieving seamless and rapid flow of goods between the port area and the railway central station. This year, relying on the application of the "Digital Western Land Sea New Channel" system, real-time interaction and sharing of data from multiple parties such as customs, ports, railways, and shipping companies will be achieved. The reform of the "Land Sea Connection" customs transfer mode will be explored, and online comparison and verification of container seals, labels, etc. will be carried out. The sea rail transfer operation time will be compressed to 30 minutes, and the transfer cost will be reduced by 20%. At the same time, Qinzhou Port Customs has focused on strengthening the construction of port infrastructure based on local industrial development and enterprise application needs. A dedicated person has been designated to track and guide venue operators to improve the construction of regulatory facilities, shorten the construction period, and add 9 new berths for opening to the outside world this year; The port's collection and distribution capacity and level are constantly improving. The customs has deepened the reform of customs clearance supervision, actively promoted the implementation and application of logistics models such as "direct loading upon arrival at the port" and "direct pickup at the ship's side", broken the previous restriction that goods need to enter the yard to wait, and achieved "loading upon arrival at the port" for export goods and "unloading and pickup upon unloading the ship" for import goods, effectively reversing the traditional operation mode of "goods waiting for ships" and "boxes waiting for vehicles", and saving a lot of warehousing and demurrage costs for enterprises.
At present, Qinzhou Port has become one of the hub ports for the western land sea new channel with the largest number of train services and the most diverse routes. By opening a cross-border "through ship" with Vietnam's Haiphong Port, the regular operation of cross-border maritime shuttle ships with "two-point round-trip, scheduled schedules, safety and convenience" between the two ports has been achieved, effectively improving the level of trade facilitation between China and Vietnam. With the opening and operation of the Jinhua Qinzhou ASEAN special train, the "Australia Qinzhou Port Chongqing Sichuan Yibin" sea rail river test special train and other routes, the "radiation effect" and "gathering function" of the channel are becoming increasingly prominent.
