In the first 10 months of 2025, one city and three provinces (Shanghai, Jiangsu, Zhejiang, and Anhui) in the Yangtze River Delta region completed a total import and export of 14 trillion yuan, a year-on-year increase of 6.0%, accounting for 37.5% of the country's total import and export value, an increase of 0.8 percentage points compared to last year, and delivered an impressive answer in the complex and ever-changing international economic and trade environment. In the field of shipbuilding, Shanghai, Nanjing, and Hefei Customs have followed the trend of large-scale shipbuilding enterprise group operation in the region, jointly promoting the bonded supervision mode of enterprise groups, supporting enterprises to conveniently allocate and use bonded materials within the group, effectively solving the problems of cumbersome material circulation procedures and high capital occupation pressure in the past, and providing strong guarantees for the smooth delivery of fifth generation liquefied natural gas (LNG) transport ships and other ship products.
In the field of energy security, in order to solve the problems of "refueling difficulties" and "insufficient oil supply" for ships berthing at ports in the Yangtze River Delta, Hangzhou Customs, together with Shanghai and Ningbo Customs, has opened a "through train" for oil supply ships. Oil supply enterprises only need to declare once the oil is released from the port of origin, and the fuel supply ship can directly go to the receiving port to refuel the ship, thus avoiding the circulation links from the port of origin to the receiving port and the resulting distribution, storage and other costs, and reducing the losses caused by secondary oil storage. In the first 10 months of 2025, five directly affiliated customs in the Yangtze River Delta region have cumulatively carried out bonded fuel cross-border direct supply business of 3.339 million tons, a year-on-year increase of 2.7%, helping Ningbo Zhoushan Port to remain the fourth largest refueling port in the world and providing solid energy support for the development of regional shipping industry.

The high-tech industry represented by biomedicine is the core competitiveness of the high-quality development of the Yangtze River Delta. To solve the problem of easily affecting the performance and quality of high-tech goods such as vacuum packaging for import and export in ordinary port environments, five directly affiliated customs in the Yangtze River Delta region have jointly promoted the optimization and upgrading of the "high-tech goods control and inspection mode", taking the lead in achieving cross customs linkage, allowing enterprises registered in the Yangtze River Delta region to freely choose any customs in the region as the import destination customs, so that high-tech goods can reach the production and research and development front line faster. At the same time, Hefei Customs has taken the lead in building a vacuum packaging intelligent network backup platform, which has been launched and operated in the Yangtze River Delta region. For most low-risk batches of dangerous goods packaging, verification release is implemented while maintaining a certain on-site inspection ratio. At present, this model has covered 48 pilot enterprises, and the average supervision time of related goods has been reduced by about 45%. According to calculations from a pilot enterprise, this model can save 1.5 million yuan in warehousing and logistics costs throughout the year, and compress the average customer payment cycle by 10 days.
