China Guomen Times: Creating a new highland for inland opening up
Recently, the daily fresh food import volume at Zhengzhou Airport exceeded 180 tons. Batch after batch of fresh goods such as cherries from Chile and durians from Malaysia were quickly distributed from the airport to the national market under the efficient and convenient customs clearance service guarantee of Zhengzhou Customs. Behind this is the vivid practice of Zhengzhou Customs adhering to the rule of law thinking and legal methods to promote institutional innovation and help Henan build a new highland of inland opening up.
Zhengzhou Customs has utilized the rule of law to enhance the level of law enforcement and supervision of enterprises, focusing on "preservation" and "timeliness", and has launched a series of institutionalized innovative measures. By establishing a "green channel" for fresh goods clearance, actively promoting intelligent supervision methods such as "smart approval" and "smart certification", as well as a "7 × 24 hour" appointment clearance mechanism, the overall clearance time for fresh goods has been steadily compressed to within 6 hours. Efficient customs clearance experience, continuously attracting global fresh goods gathering. Since 2021, the variety of imported fresh goods under the supervision of Zhengzhou Customs has increased from 9 to 34, with sources covering more than 20 countries and regions around the world. In the first 10 months of this year, the total amount of fresh goods imported under the supervision of the customs has exceeded 16600 tons, a significant increase of 208% year-on-year, including nearly 5000 tons of imported fruits, a year-on-year increase of 148%.
In terms of assisting in the expansion of the "Air Silk Road" route network, Zhengzhou Customs continues to strengthen its legal service guarantee, taking the Zhengzhou Luxembourg "Air Silk Road" as a model and actively supporting the replication and promotion of the "dual hub" model. In the construction of the Zhengzhou Kuala Lumpur "dual hub", the customs clearance guarantee provided key support for the first entry of Malaysian fresh durian into the Chinese market. As of the end of October this year, Zhengzhou Airport has gathered 36 all cargo airlines, opened 68 all cargo routes, and reached 32 countries. Its international cargo volume has ranked first in central China for 8 consecutive years, with a completion volume of 524000 tons in the first 10 months of this year, a year-on-year increase of 40.6%.
With the deepening of the construction of the "Air Silk Road", Zhengzhou Customs will continue to take institutional innovation as the core, and constantly optimize the business environment of legal ports, so that this "air bridge" connecting the world will be more extensive and more resilient under the solid escort of the rule of law, and contribute more customs wisdom and strength to Henan's efforts to build a new highland of inland opening up and deeply integrate into the high-quality joint construction of the "the Belt and Road".
