The operation of the island wide closure of Hainan Free Trade Port is about to commence.   Sun Meijun, Director of the General Administration of Customs and Secretary of the Party Committee, attended the meeting and delivered a mobilization speech. Leaders from the Beijing office also attended the meeting.

The meeting pointed out that the construction of Hainan Free Trade Port is a major decision made by the Party Central Committee to comprehensively deepen reform and opening up in the new era. On December 18th, Hainan Free Trade Port officially launched the island wide lockdown, which is a landmark measure for China to expand high-level opening-up and promote the construction of an open world economy, and has significant milestone significance. General Secretary Xi Jinping attaches great importance to the construction of Hainan Free Trade Port, personally planning, deploying, and promoting it. He has issued a series of important instructions and requirements, which have pointed out the direction and provided fundamental guidance for the high standard construction of Hainan Free Trade Port.

The meeting emphasized that it is a glorious mission and arduous task to do a good job in the operation of the closure of Hainan Free Trade Port. The national customs should learn and deeply understand the important instructions of General Secretary Xi Jinping, deeply comprehend the core essence and practical requirements of the construction of Hainan Free Trade Port, embrace the "big picture of the country", shoulder the historical mission, actively take the initiative, fully fulfill their responsibilities, contribute customs strength to building Hainan Free Trade Port into an important gateway leading China's new era of opening up to the outside world, and faithfully practice the "two safeguards" with practical actions.

The meeting requires that efforts should be made to prevent risks, maintain safety, and strengthen the risk prevention and control system, port quarantine defense line, and anti smuggling copper and iron walls, firmly guarding the regulatory red line, safety bottom line, and ecological defense line. To promote high-quality development in Hainan through innovative regulatory systems, assist in building a new development pattern nationwide, actively connect with international high standard economic and trade rules, focus on creating a first-class port business environment that is legal, international, and convenient, anchor strategic goals unwaveringly, and gradually construct a customs supervision system that is compatible with high-level free trade ports, striving to build Hainan Free Trade Port into a special customs supervision area with international competitiveness and influence.

The meeting emphasized the need to adhere to the high standards of "striving for excellence and never losing anything", with a fine style of tackling difficulties and daring to fight, a spirit of mission on one's shoulders and striving for success, carefully organize and implement, strengthen overall coordination, and ensure smooth and orderly operation of the customs clearance, and victory in the first battle. To organize and lead effectively, strengthen the overall coordination and scheduling of work tasks, personnel strength, and supporting support, and ensure the safe and smooth clearance of "first line" and "second line" ports. To achieve coordinated governance, we need to improve and perfect the mechanism for customs cooperation in Hainan, Guangdong, and Guangxi, deepen anti smuggling joint prevention, control, and comprehensive governance, continuously strengthen customs cooperation, and form a working force. To ensure the implementation of responsibilities, relevant departments of the General Administration and directly affiliated customs units should shoulder their responsibilities, strengthen organization, promotion, supervision, guidance, tracking and evaluation, and enhance overall efficiency. We need to promote and guide policies effectively, continuously strengthen policy interpretation and publicity, so that the general public can understand, use them well, and benefit from them. We must ensure the establishment of discipline and work style, persistently promote comprehensive strict governance of the Party and customs, and provide strong guarantees for the completion of various tasks related to customs operation.
