Customs intelligent supervision has been updated, making the supervision of the CIIE more reassuring

On November 1st, vehicles carrying cultural relics and art exhibits from the 8th CIIE departed from Shanghai Waigaoqiao Bonded Zone and were transported to the National Exhibition and Convention Center (Shanghai) for exhibition setup. During this year's CIIE, a total of 49 artworks from renowned artists from around the world will be showcased in bonded form at the venue.

According to the "Customs Support Measures for the 8th China International Import Expo 2025", in order to support the 8th CIIE, on October 31st, customs officers from Shanghai Waigaoqiao Free Trade Zone under Shanghai Customs applied the "authentication traceability" technology to collect characteristic data of a batch of cultural and artistic works that will soon participate in the 8th CIIE. This batch of exhibits includes multiple paintings by artists Jia Aili, Zhang Enli, and others. Microscopic feature images were collected through the "authentication traceability" technology and a unique "identity ID" was formed in the computer. After the exhibition period ends, it can be used as a key means of subsequent comparison and verification of the artworks.

It is reported that this technology can safely and efficiently supervise high-value cultural relics and artworks such as ceramics, calligraphy and painting, jewelry, etc., and explore solutions to the difficulties of art inspection.

In order to efficiently connect with the CIIE, we have innovated our regulatory approach this year, adding double insurance of 'authentication traceability' and 'in-process supervision' to high-value artworks, ensuring the synchronous implementation of preferential policies for enterprises and risk prevention and control, and guaranteeing the safe and efficient entry of exhibits into the CIIE site, "said He Jin, Deputy Director of the Second Department of Customs Bonded Supervision in Shanghai Waigaoqiao Free Trade Zone.

By installing intelligent customs monitoring devices that utilize "positioning+monitoring+electronic locks" technology on vehicles, real-time information on the location and status of goods during transportation can be obtained, and the transportation process can be traced back in real time. Once there is any deviation from the route, prolonged parking time, unauthorized unpacking, etc., warnings will be issued to effectively prevent and control transportation risks, ensure the safe delivery of goods to exhibition venues after being converted into exhibits, and enable customs policies to better serve the CIIE.

For the cultural relics and artworks participating in this CIIE, the Shanghai Waigaoqiao Free Trade Zone Customs has tailored personalized supervision plans based on the characteristics of the exhibits and the exhibition needs of the enterprises. They have contacted the participating enterprises in the zone in advance to understand the exhibition plan for the exhibits leaving the zone, and arranged for duty customs officers to install intelligent supervision equipment on site to ensure "zero waiting" for the packaging, shipping, and departure of the exhibits. In addition, based on the continuous summary of previous work experience, the Shanghai Waigaoqiao Free Trade Zone Customs guides enterprises to familiarize themselves with the export process, guarantee requirements, and declaration standards for converting bonded goods into exhibition products through "face-to-face" guidance, helping enterprises to "know the process and understand the rules"; And set up dedicated windows in the customs clearance process, and open up green channels in the inspection and material control processes to ensure that enterprises can participate in exhibitions without worries. From January to September, the value of exhibited goods under customs supervision in Shanghai Waigaoqiao Free Trade Zone exceeded 10 billion yuan, a year-on-year increase of 2.4%, accounting for nearly 70% of Shanghai's customs area.

In order to better leverage the role of the CIIE in promoting a high-level open platform and ensure that the CIIE continues to thrive, Shanghai Customs has been deeply promoting the construction of a smart customs in recent years, focusing on improving the digitalization and intelligence level of front-line supervision. It continues to explore the application of intelligent equipment and service guarantee for major tasks such as bonded supervision, ensuring that the exhibits of the CIIE are given priority in acceptance, review, and release, and guaranteeing smooth customs clearance for exhibits.
