New measures of "district port linkage" accelerate the clearance of bulk commodities
Recently, the "Union 25" ship carrying more than 2500 tons of copper concentrate slowly docked at the supporting dock of Zhoushan Port Comprehensive Bonded Zone. The copper concentrate unloaded from the ship quickly entered the comprehensive bonded zone through "zone port linkage". This is the first bulk commodity "zone port linkage" business carried out by Hangzhou Customs under its jurisdiction, and another practical measure taken by Hangzhou Customs to assist in the construction of the bulk resource allocation hub.
On November 8, 2024, the first commodity resource allocation hub in China was established in Zhejiang. Over the past year, Hangzhou Customs has closely focused on the core tasks of hub construction, adhered to institutional and model innovation, simultaneously strengthened risk prevention and control, and made every effort to promote the Zhejiang Pilot Free Trade Zone to create a leading model of high-level openness and high-quality development.
The freight volume of bulk commodities is large, and there are many transportation vehicles from ports to the comprehensive bonded zone. The new measure of "district port linkage" takes advantage of the location advantage of Zhoushan Port Comprehensive Bonded Zone adjacent to the port, optimizes the process of vehicle card clearance and release, customizes convenient entry plans for bulk commodities, and greatly improves logistics efficiency. After implementing the 'district port linkage' model, the time for bulk commodities to enter and exit the district has been reduced by about 40%, and costs have been saved by about 40% simultaneously. In addition to actively promoting institutional innovation, Hangzhou Customs has also combined the construction of smart customs checkpoints and improved efficiency, injecting intelligent momentum into the construction of commodity resource allocation hubs.
Recently, under the full intelligent supervision of Zhoushan Customs under Hangzhou Customs, fuel supply companies and international navigation vessels efficiently issued electronic fuel delivery notes (e-BDN) through an online system, which took less than 5 minutes throughout the process. In July of this year, e-BDN was launched in Zhoushan, connecting the "last mile" of digital management of the entire process of bonded ship fueling and refueling business in Zhoushan, making Zhoushan the first port in China and the third in the world to achieve digital handover of the entire process of bonded ship fueling and refueling.
In addition, Hangzhou Customs has piloted a remote inspection mode for imported iron ore by water transportation to address issues such as low efficiency in offshore supervision of bulk cargo and difficulty in meeting the all-weather operational needs of ports through traditional inspections. This has resulted in a 30% reduction in the time for goods to be lifted and released. In response to the supervision of imported grain river sea intermodal transportation, we have independently developed automatic deep sampling equipment for grain, which has doubled the sampling efficiency. We have also developed the "Online Supervision System for Imported Grain River Sea Intermodal Transportation", which has shortened the single voyage transportation time of imported grain river sea intermodal transportation by nearly 50%.
We focus on the construction requirements of the 'three bases and two centers' for the allocation of bulk commodity resources, adhere to institutional innovation as the core, introduce and implement the' Measures for Hangzhou Customs to Support Zhoushan in Building a Global Bonded Ship Fueling and Refueling Center ', launch six pioneering systems and two integrated reforms, and combine with the construction of smart customs to create intelligent supervision scenarios for bulk commodities such as oil products, iron ore, and grain, to help speed up the clearance of bulk commodities, "said Xie Yiqiang, head of the Comprehensive Business Department of Zhoushan Customs under Hangzhou Customs.
According to statistics, since the construction of the bulk commodity resource allocation hub from November 2024 to October 2025, Zhoushan Port has imported 180 million tons of bulk commodities such as crude oil, iron ore, coal, grain, and liquefied natural gas, and its resource allocation capacity has steadily improved.
