Mexico launches anti-dumping investigation on metal film plastic balloons from China during the review period
On November 21, 2025, the Mexican Ministry of Economy issued a notice stating that, at the request of Mexican company Convertidora Industrial, S.A.B. de C.V., a review investigation during the anti-dumping period has been initiated on metal film plastic balloons (Spanish: globos de pl á stico metalizado) originating in China, to examine whether it is necessary to adjust the current anti-dumping duties. The TIGIE tax numbers of the products involved are 9503.00.23 and 9505.90.99. The investigation period of this case is from April 1, 2024 to March 31, 2025. During the investigation of the case, the current anti-dumping duties remain in effect. The announcement shall take effect from the day after its publication.
On June 26, 2017, Mexico initiated an anti-dumping investigation into metal film plastic balloons originating from China. On June 7, 2018, Mexico made a positive final ruling on the case and imposed an anti-dumping duty of $37.8 per kilogram on the products involved. On June 7, 2023, Mexico initiated a sunset review investigation into the case and also initiated an interim review investigation independently. On June 10, 2024, Mexico made a final ruling on the sunset merger period review of the case, deciding to maintain the effectiveness of the anti-dumping duty and adjust it to 161%. The measure will take effect from June 8, 2023 and be valid for five years.
