Establish a three-dimensional demand collection mechanism
Timely listening to the voices of enterprises is a prerequisite for the precise implementation of the "policy through train". Customs will establish a comprehensive and three-dimensional mechanism for collecting demands, ensuring that enterprise demands can be heard and fully heard.
Nanjing Customs plays a role in promoting the brand of "benefiting enterprises and assisting the development of customs", jointly providing policy guidance with departments such as commerce and taxation, focusing on intellectual property customs protection, import tax reduction and exemption, rules of origin, proactive disclosure of common violations by enterprises, and "Authorized Economic Operator" (AEO) certification. Wujiang Customs, under the jurisdiction of Nanjing Customs, in collaboration with the local Federation of Industry and Commerce, invited enterprise representatives to enter the customs through the "Customs Enterprise Face to Face" activity to listen to their demands. They also went to Suzhou Maiwei Technology Co., Ltd., Weikang Probiotics (Suzhou) Co., Ltd. and other enterprises to carry out the "Customs Director's Policy Delivery" activity, understand the production and operation of enterprises and import and export business, and answer enterprise questions on site. In combination with the "Frontline Customs Officer Enters Enterprises to Change Roles" activity, the customs officer went to Michelle (Suzhou) Wool Industry Co., Ltd., Jiangsu Haichen Logistics Co., Ltd., Bozhong Precision Technology Co., Ltd. and other enterprises for in-depth role exchange and follow-up activities. He observed the import and export process of enterprises on site, comprehensively understood the current operation status and core business of enterprises, collected enterprise problems, accurately identified enterprise needs, and has solved more than 70 problems such as bonded maintenance and rules of origin.
Ningbo Customs operates in a dual track approach of "online+offline", providing real-time perception of the "pain points" and "bottlenecks" in the development of enterprises. Online, relying on digital channels such as "Alayong Customs" WeChat official account, China Customs credit management service number, etc., the "question consultation" module is opened to achieve "7 × 24" hour "one click submission" of enterprise problems; Offline, we will regularly carry out activities such as "Customs officials delivering policies to the doorstep", "enterprise symposiums", and "entering key parks". Leaders from customs will lead teams to go deep into the front lines of enterprises to understand their urgent and difficult needs in customs clearance, inspection, taxation, and other aspects face-to-face. Since the beginning of this year, more than 300 research and discussion activities have been organized, covering over 1800 enterprises.
Shijiazhuang Customs deepens the mechanism for customs enterprise discussions, combining "point-to-point" policy lectures with "back-to-back" opinion collection to gain a deeper understanding of industry development trends and actual demands of enterprises. Regularly organize enterprise demand questionnaire surveys and distribute electronic questionnaires to foreign trade enterprises throughout the province. Since the beginning of this year, a total of 358 valid questionnaires have been collected, and 36 common needs of enterprises have been identified, providing accurate data support for policy formulation.
Establish a closed-loop problem-solving mechanism
Listening to voices is the starting point, solving problems is the key. Customs adheres to a problem oriented approach, promotes the transformation of enterprise demands from "completion" to "success", and effectively relieves difficulties for enterprises.  
Shijiazhuang Customs has established a specialized ledger for the specific needs reflected by enterprises at the symposium, implementing a list based management and closed-loop disposal approach. At the same time, we will improve the mechanism for assigning research opinions to relevant leaders, promptly issue task orders for collected corporate issues, clarify responsible departments, solutions, and completion deadlines, and incorporate them into dynamic tracking management. Since the beginning of this year, all 303 assigned orders processed through this mechanism have been completed and replied to, with a completion rate of 100%, forming an effective closed-loop management. In addition, focusing on the special needs of different industries, Shijiazhuang Customs also conducts special research to provide precise solutions. Taking the problem of "high packaging and transportation costs" reported by lithium battery export enterprises in the customs district as an example, Shijiazhuang Customs organized an expert team to conduct a risk assessment and innovatively launched the "supporting the export of semi-finished products packaged in plywood boxes for lithium batteries to be assembled at the factory" model, which can help enterprises save more than 500000 yuan in costs every year.  
Offshore tax exemption is Hainan's "golden signboard". In the past, Hainan's offshore duty-free enterprises mainly relied on road and air transportation to import fragrant products, with high logistics costs and unstable transportation time, which to some extent constrained the sustainable development of the industry.  
The Macun Port Customs under Haikou Customs, together with local government, maritime, transportation and other relevant departments and enterprises, has established a cross regional and cross departmental work team, actively learning from international and domestic advanced experience, and jointly exploring and promoting the integrated innovation system of "ship side direct delivery of imported aromatic products+district port linkage" to land in Haikou Comprehensive Bonded Zone. It has opened up a direct sea transportation channel for imported aromatic products. Once the container ship arrives at Yangpu Port, the goods can be directly transported to the warehouse in the comprehensive bonded zone through "ship side direct delivery", saving multiple loading and unloading and storage links in the port area. At the same time, Macun Port Customs relies on information sharing among port departments to optimize the supervision process in a targeted manner. Goods can enter the comprehensive bonded zone within 6 hours after arrival and be transferred to offshore duty-free stores the next day, greatly enhancing Hainan's ability to guarantee foreign trade and maritime transportation.  
In response to common issues raised by enterprises, such as the classification and taxation of similar products, Ningbo Customs has selected the plastic industry as a pilot to carry out tax risk classification and management. Special research has been conducted to differentiate management based on the nature and quality of plastic products, strengthen the foundation of data analysis, and optimize processes at the institutional level. At the same time, we actively explore "smart appraisal" and work together with industry leaders to continuously improve the classification price monitoring system. Since the implementation of the classified management mode in July 2024, the clearance efficiency of related products has increased by 40%, and the assessment effectiveness rate has reached 100%. For personalized demands of enterprises, Ningbo Customs has established a "one enterprise, one file" service ledger, clarified responsible departments and completion deadlines, and implemented account cancellation management. In the first 10 months of this year, nearly 600 enterprise demands were collected, and 565 problems have been solved. Relying on the methods of "list sorting, ledger management, and project promotion", the "problem list" of enterprises has been effectively transformed into a "effectiveness list".  
Wujiang Customs provides one-on-one guidance to local enterprises on cross-border e-commerce experience, helping Wujiang's characteristic industries such as silk textiles and intelligent equipment set sail overseas; Guide enterprises to prepare goods in advance through methods such as "advance declaration" and "two-step declaration", and adopt a work mode of "appointment inspection+on duty at any time" to ensure timely inspection and release of packages. At the same time, conducting multidimensional analysis around people, enterprises, and things, strengthening the authenticity and compliance monitoring of factor data, and ensuring the healthy development of cross-border e-commerce.

After the customs learned about our difficulties, they provided us with various forms such as online Q&A and on-site guidance, allowing us to understand and enjoy policy dividends in a timely manner. The clearance time was saved by about 70%, giving us a 'reassurance pill'! "Currently, this model has ensured the rapid export of more than 500000 tons of vegetable oil from the zone, and the value of enterprise benefits has exceeded 4 billion yuan.  
Ningbo Customs built a "knowable and optional policy supermarket", integrated 78 preferential policies in various fields and 64 examples of enterprise assistance on the "Alayong Customs" WeChat official account, guided enterprises to search on demand, learn independently, and change "looking for a needle in a haystack" to "seeking an example according to the map"; Innovative implementation of "one enterprise, one policy" precise push, through big data analysis, established a "special policy" list for 2663 enterprises, established a "comprehensive policy" file for 31 key enterprises, intelligently matched enterprise portraits with policy labels, and "packaged" the policies that enterprises need the most. In addition, the customs also vigorously promotes the application of "AI intelligent agent enterprise coordinators" to achieve intelligent instant response for policy consultation and active triggering of services, improve the timely response, professional support, and service accuracy of customs assistance to enterprises, effectively enhance the sense of achievement of enterprises, and make enterprises truly become "understanding persons" and "beneficiaries" of policies that benefit enterprises.  
Shijiazhuang Customs actively promotes innovation in policy promotion models, shifting from traditional "flood irrigation" to "precision drip irrigation", and achieving service upgrades from enterprises "finding policies" to customs "delivering policies".
