China Guomen Times: "Airside Direct Access" Regulatory Model Launched at Ningbo Air Port

Recently, a batch of goods from Xi'an were inspected and released by the Ningbo Airport Customs under the jurisdiction of Ningbo Customs. They were directly transferred from the domestic flight unloading area of Ningbo Airport to the international flight loading area via the airside area, and the entire process took less than half an hour. The batch of goods is optocouplers, weighing 434 kilograms, and will be transported to Budapest, Hungary on subsequent flights.  
The smooth export of this batch of goods marks the official launch of the "air side direct access" supervision mode at Ningbo Air Port, which is also the first time this supervision mode has been implemented in Zhejiang Province.  
The "air side direct access" regulatory model is an important measure taken by customs to support cross-border trade facilitation, specifically designed to improve the efficiency of air ports. Under this mode, the export goods from domestic to international can be directly transferred from the domestic goods warehouse area to the international export goods area through the airside channel, opening up the "cargo station cargo station" inter transfer channel. According to calculations, this mode can improve the efficiency of single ticket goods clearance by more than 80%, reduce logistics costs by about 30%, and greatly improve the operational efficiency of port clearance.  
The high-precision instruments we exported this time have high value, and we are concerned that multiple reshipments and loading may cause damage to the goods. Before the launch of the "air side direct access" regulatory mode, goods need to go through multiple stages such as picking up from domestic cargo stations, transporting them by external roads to international cargo stations, and undergoing security checks again. Multiple links lead to the "turnaround" of goods, affecting the ability of enterprises to undertake orders with high timeliness requirements. In addition, multiple loading and unloading also increase the risk of cargo damage, with a high rate of fragile goods loss, resulting in losses for the enterprise.  
In response to the drawbacks of the traditional model, Ningbo Airport Customs has collaborated with civil aviation, security checks, and Ningbo Xiangying Company to develop a security plan, optimize regulatory pathways, organize customs clearance security tests, and promote the implementation of the "air side direct access" regulatory model in Ningbo. The customs arranges dedicated personnel to track the flow of logistics information throughout the entire process, and comprehensively utilizes the Ningbo Customs Smart Airport Logistics System and video surveillance system to do a good job in cargo supervision, providing convenience for the export of goods under the "air side direct access" supervision mode. At the same time, Ningbo Xiangying Company has planned in advance to efficiently promote the seamless connection of key links such as manifest transmission and cargo handover, achieving "one-time loading and unloading, one-time warehousing" of goods, greatly improving the efficiency of the entire process flow, and providing better services to safeguard the transportation of high-value goods.  
The implementation of the "air side direct access" regulatory model has further enhanced the flexibility of air logistics, which is of great significance for enhancing the attractiveness and competitiveness of Ningbo Air Port.
