The 10th Plenary Session of the Inter Ministerial Joint Meeting on the Work of the Pilot Free Trade Zone was held in Beijing

On December 2nd, the 10th plenary session of the Inter Ministerial Joint Conference on the Work of the Pilot Free Trade Zone (hereinafter referred to as the Joint Conference) was held in Beijing. The meeting conveyed and studied the important instructions of General Secretary Xi Jinping, implemented the spirit of the 20th National Congress of the Communist Party of China and various plenary sessions of the 20th Central Committee, implemented the deployment of the State Council executive meeting, studied and promoted the deepening of the strategy of upgrading the pilot free trade zone, carried out greater institutional opening-up experiments, and enhanced the level of innovation leading development. Wang Wentao, the convener of the joint meeting and Minister of Commerce, presided over the meeting and delivered a speech.

The meeting emphasized that during the 15th Five Year Plan period, it is of great significance to deeply implement the strategy of upgrading the pilot free trade zone. Member units and localities of the joint conference should deeply study and implement the important instructions and directives of General Secretary Xi Jinping, elevate their political stance, and take the construction of the pilot free trade zone as a strategic task for their own units and fields during the "15th Five Year Plan" period. They should actively expand independent opening up, carry out greater efforts in opening up "experiments", promote reform, development and cooperation through opening up, and practice "two safeguards" through practical actions.

The meeting requires that in the face of new situations and requirements, we should take a global perspective of serving the overall situation, actively recognize and adapt to changes, carefully plan and promote reform pilot tasks, and promote the improvement of quality and efficiency of the pilot free trade zone. We should focus on four aspects: highlighting the improvement of the system integration efficiency of reform, highlighting the benchmark role of independent opening up, highlighting the leading and driving effect of developing new quality productive forces, and highlighting better coordinated development and security. We will increase the level of innovation leading development in the pilot free trade zone. All member units and localities of the joint conference should strengthen overall coordination, enhance coordinated development, do a good job in replication and promotion, tell the opening story of the pilot free trade zone well, and promote the formation of a greater working force.

Officials from the Ministry of Commerce, Ministry of Justice, Ministry of Transport, General Administration of Customs, and State Administration of Foreign Exchange exchanged information at the meeting. The relevant responsible comrades of each member unit of the joint conference attended, and the responsible comrades of the Coordination Bureau of the Central Reform Office and the management agencies of their respective pilot trade zones attended.
