Australia makes final anti circumvention ruling on Malaysian concrete mulching film

On November 26, 2025, the Australian Anti Dumping Commission issued Announcement No. 2025/113, stating that the Australian Minister of Industry and Technology had approved the Anti Avoidance Final Ruling Recommendation of the Australian Anti Dumping Commission on Concrete Underlay Films imported from Malaysia, and decided to expand the scope of taxation for the products involved. Starting from April 24, 2025, grey concrete films with a thickness of 150 to 230 microns, a width of 1 to 7 meters, and made of recycled resin and/or original resin will be included in the scope of taxation. The expanded scope of the products involved is as follows: black or gray concrete film with a thickness of 150 to 230 microns, a width of 1 meter to 7 meters, and made of recycled resin and/or original resin. This case involves products under Australian customs codes 3920.10.00.20, 3920.10.00.21, 3920.10.00.22, 3920.10.00.25, 3920.10.00.40, 3920.10.00.41, 3920.10.00.51, and 3921.90.90.16.

On July 15, 2020, the Australian Anti Dumping Commission issued Announcement No. 2020/073, stating that an anti-dumping investigation has been initiated on concrete film imported from Malaysia, in response to an application submitted by Australian company LCM General Products Pty Ltd. On December 17, 2021, the Australian Anti Dumping Commission issued Announcement No. 2021/149, deciding to impose anti-dumping duties on imported concrete film from Malaysia starting from September 28, 2021, with a tax rate of 11.4% -23.2%. The product involved is black concrete film (construction film) made of recycled resin and/or original resin, with a thickness of 150 to 230 microns and a width of 2 to 6 meters.

On June 23, 2022, the Australian Anti Dumping Commission issued Announcement No. 2022/054, stating that an anti circumvention investigation has been initiated against concrete film imported from Malaysia in response to an application submitted by LCM General Products Pty Ltd, a domestic Australian company. On March 6, 2023, the Australian Anti Dumping Commission issued Announcement No. 2023/003, deciding to expand the width of the products involved from 2 to 6 meters to 1 to 7 meters and impose anti-dumping duties from June 23, 2022. On April 23, 2025, the Australian Anti Dumping Commission issued Announcement No. 2025/035, stating that in response to an application submitted by LCM General Products Pty Ltd, a domestic Australian company, an anti circumvention investigation will be launched against concrete film imported from Malaysia to examine whether the products in question were exported to Australia through minor modifications to circumvent current anti-dumping measures.
