From January to October this year, Zhoushan Port in Zhejiang Province imported approximately 150 million tons of major commodities such as oil, grain, iron ore, coal, and liquefied natural gas, accounting for 7.1% of the country's total imports. In October, Zhoushan Port imported 16.1 million tons of bulk commodities, a year-on-year increase of 22%, and the ability to allocate bulk commodity resources steadily improved.
On November 8th last year, the State Council approved the "Construction Plan for the Bulk Commodity Resource Allocation Hub in China (Zhejiang) Pilot Free Trade Zone", and the first bulk commodity resource allocation hub in China was established in Zhejiang. Over the past year, Hangzhou Customs has focused on key links such as bulk commodity storage and transportation, processing, trade transactions, and international maritime services, continuously optimizing and innovating regulatory models, launching a number of pioneering reform measures nationwide, accelerating the clearance of bulk commodities, and assisting in the construction of a hub for bulk commodity resource allocation.
It is reported that Hangzhou Customs has launched the "zone port linkage" business for bulk commodities, optimized the vehicle card clearance process, and improved logistics efficiency. According to calculations, after implementing the "district port linkage", the time for bulk commodities to enter and exit the district will be reduced by about 40%, saving enterprises about 40% of costs. Realize full process intelligent supervision, efficiently issue electronic fuel delivery orders through online systems, and the entire process takes less than 5 minutes, making Zhoushan the first port in China and the third in the world to achieve digital handover of the entire process of bonded ship refueling.
