Technology empowers Longjiang Port to accelerate
At 7:35 in the morning, the passenger inspection hall at Heihe Highway Port was already crowded with people. 76 year old Russian resident Svetlana dragged a suitcase towards the health and quarantine intelligent gate, gently scanned her passport, and in less than 7 seconds, temperature measurement, nuclear radiation monitoring, and facial recognition were synchronized. The green arrow lit up and the gate automatically opened. This efficient and convenient customs clearance experience is just a microcosm of improving the quality and efficiency of customs clearance at ports in our province. Since the beginning of this year, with the implementation of visa free policies between China and Russia and the deepening of smart customs construction, the customs clearance experience at multiple ports in our province has accelerated. Technological empowerment has enabled "precise supervision" and "efficient customs clearance" to go hand in hand, injecting a continuous stream of vitality into Heilongjiang's opening-up to the outside world.
Technology empowers travel inspection to quickly clear customs and improve efficiency
Facial recognition clearance is particularly fast! "Exclaimed Anna, a Russian passenger who had just completed the entry procedures at Harbin Taiping Airport. Behind her, three integrated intelligent inspection channels operate efficiently, integrating 9 processes such as temperature detection and luggage machine inspection into one. The clearance time for a single person is compressed to 10 seconds, and the hourly inspection capacity of a single channel reaches 300 people. From January to October this year, Harbin Taiping Airport Customs supervised 507000 inbound and outbound passengers, a year-on-year increase of 21.8%. With the implementation of the self visa exemption policy, the number of Russian inbound passengers from Russia increased by 47.6%.
Faced with the continuous increase in passenger flow, the smart travel inspection system has become a key support. Harbin Taiping Airport Customs will deeply integrate passenger information with flight data, dynamically adjust the focus of supervision and inspection forces.
The Heihe Highway Port also relies on technology to achieve "precise supervision and efficient customs clearance". According to Jiang Sen, director of the Heihe Customs Office at the highway port, the facial expression analysis system deployed at the port can quickly identify high-risk passengers, while CT machines, millimeter wave equipment, and intelligent inspection stations can intelligently distinguish personal belongings. "Low risk groups without abnormalities can basically achieve 'instant clearance'.
While improving efficiency, customs services also show more warmth. Each port has established a "green channel" to ensure priority clearance for special passengers. Harbin Taiping Airport Customs has also set up a "passenger coordination post" at the travel inspection site to achieve "zero follow-up" on issues. Overseas travelers have also achieved "scan code refund" for tax refunds upon departure, with a 212.7% increase in tax refund amounts from January to October this year.
Intelligent supervision of goods flow, overcoming difficulties in extreme cold operations
On November 16th, Tongjiang Railway Port celebrated its third anniversary of opening. Over the past three years, the cumulative import and export freight volume here has exceeded 14.3 million tons, and more than 310 China Europe freight trains have been operated. From January to October this year, the freight volume exceeded 5.3 million tons, setting a new historical high for the same period. Behind the vitality of ports is the comprehensive upgrade of intelligent supervision mode.
The severe winter in the north has made mineral sampling extremely difficult. Previously, customs officers had to endure temperatures of minus 30-40 degrees Celsius and climb onto carriages over three meters high to manually break the ice, "recalled Jia Xiangnan, the head of the Inspection Department of Tongjiang Customs stationed at the railway port office. Now, the first intelligent full section mining and sampling equipment for mineral products has been put into use at railway ports in China. This "steel warrior" can independently complete the entire process of ice breaking, sampling, and sampling in extreme cold temperatures of minus 30-40 degrees Celsius, compressing the sampling time of a single train from 4.5 hours to 30 minutes and improving operational efficiency by 89%.
Now the train directly arrives at the dedicated inspection line, the machine automatically samples, and the cargo stay time is shortened from three days to one day. "Gao Qingde, the person in charge of Tongjiang MTR International Freight Forwarding Company, truly felt the change. Tongjiang Customs has also developed a railway port business monitoring platform to achieve real-time control of the status of goods. After the inspection instructions are issued, multiple projects such as sampling, radiation detection, and inclusion screening are completed simultaneously. "With streamlined processes, customs clearance is also faster
Another pursuit of "zero delay" is the clearance of fresh products. On September 14th, 108 kilograms of fresh matsutake mushrooms arrived at Harbin Airport from Yanji, and the customs opened a "green channel". The export procedures were completed in less than an hour and the mushrooms were transported to South Korea by flight.
On September 21st, Xunke Port welcomed the first batch of Russian fresh salmon, with a total weight of 9.45 tons. Xunke Customs adopts the measures of "inspection upon arrival and release upon inspection" to ensure the rapid clearance of frozen fresh products.
At Tongjiang Comprehensive Laboratory, the testing task of 3691 tons of imported copper concentrate powder was recently completed, achieving a zero breakthrough in this field in our province and compressing the testing time by more than 5 days.
Accurate transmission, strategic support, and zero distance service for enterprises
In the past, it was necessary for a dedicated person to monitor various announcements, afraid of missing policies. Now, the system automatically 'customizes' and pushes them to the mobile phone, and the policy dividends are more accurately and timely grasped. "On November 20th, Bai Xue, senior manager of the International Trade Company of Da Manor Meat Industry Group Co., Ltd., looked at the customs policy push information just received on the mobile phone screen and said.
This convenient experience stems from the recently developed and launched "Customs Policy Measures Precise Delivery Full Cycle Management Platform" by Harbin Customs. The platform accurately screens and matches the latest customs regulations and convenience measures from a massive amount of policy information based on the industry and business characteristics of the enterprise. Enterprises do not need to spend time and manpower searching. Important policy information will be proactively and timely delivered by customs, helping enterprises seize development opportunities and achieve policy "proactive doorstep" and service "precise docking".
To ensure the universality and effectiveness of the platform, Harbin Customs has selected the first batch of border port customs Tongjiang Customs and inland territorial customs Suihua Customs as pilot projects. Relying on its advantage as a port to Russia, Tongjiang mainly engages in the import of bulk commodities such as coal and iron concentrate powder; Suihua radiates vast agricultural production areas and focuses on agricultural product processing. During the pilot period, Tongjiang and Suihua Customs deeply integrated multiple sources of information such as enterprise operation, declaration, and industry classification, successfully constructing a system consisting of 5 major categories and more than 290 sub segments, providing accurate "portraits" for more than 120 foreign trade entities in their jurisdiction.
Ren Lizhi, Director of the Regulations and Comprehensive Business Department of Harbin Customs, stated that the construction of a precise policy push project for enterprises is of great significance for achieving two-way interaction between customs and enterprises and building a new type of government enterprise relationship. The next step is to carefully summarize the pilot experience, continuously iterate and optimize the system algorithm, and make the achievements of smart customs construction better serve the high-quality development of foreign trade in Heilongjiang.
