Jiangxi Province introduces 20 measures to accelerate the high-quality development of service trade

Recently, the "Action Plan for Accelerating the High Quality Development of Service Trade in Jiangxi Province" (hereinafter referred to as the "Plan") was officially issued, proposing 20 measures around institutional opening up, factor flow, key area development, enterprise cultivation, and policy support system, aiming to promote the innovative development, quantity increase, and quality improvement of service trade in our province, and promote the construction of Jiangxi Inland Open Economic Pilot Zone with high quality.

The Plan emphasizes that our province will fully implement the negative list of cross-border service trade, support open platforms such as comprehensive bonded zones and cross-border e-commerce comprehensive pilot zones to replicate and promote the reform and innovation experience of free trade pilot zones (ports), and strive to expand the comprehensive pilot of opening up the national service industry. At the same time, we will align with international high standard economic and trade rules such as the Regional Comprehensive Economic Partnership (RCEP) and promote active participation of enterprises in the formulation of international standards in fields such as traditional Chinese medicine, construction, and photovoltaics.

In terms of the flow of resources and factors, the "Plan" proposes to facilitate cross-border exchanges of talents and implement policies and measures related to visa application and stay and residence for foreign talents in the country; Optimize cross-border fund management and encourage enterprises to prioritize the use of RMB for settlement; Deepen the market-oriented allocation reform of data elements and promote the convenient cross-border flow of data.

Focusing on the development of key areas, the Plan specifies that our province will promote the upgrading of service outsourcing and give full play to the leading role of Nanchang as a national demonstration city for service outsourcing; Vigorously developing digital trade, accelerating the development of segmented areas of digital trade, and promoting the differentiated development of our province's cross-border e-commerce comprehensive pilot zone; Expand foreign cultural trade and actively participate in the national "Thousand Sails to the Sea" action plan for foreign cultural trade; Expand the trade of traditional Chinese medicine services and strive for the national pilot program of "traditional Chinese medicine+inbound tourism"; Vigorously promote "attracting customers to Jiangxi", increase and increase the number of flight routes at Changbei International Airport, and promote the international cultural and tourism brand "Jiangxi's unique scenery"; Implement the "Going Global Action" for Gan cuisine and enhance the international influence of Gan cuisine brands; Developing international transportation services, promoting the coordinated development of river sea intermodal transportation, rail sea intermodal transportation, and China Europe (Asia) freight trains; Expand exhibition trade and support the introduction and hosting of internationally renowned exhibitions in various regions.
