Brazil initiates review process for anti-dumping measures against Chinese magnesium ingots

On November 13, 2025, the Secretariat of Foreign Trade of the Brazilian Ministry of Development, Industry, Trade and Services (Minist é rio do Desenvolvimento, Ind ú stria, Com é rcio e Servi ç os/Secretaria de Com é rcio Exterior) issued Announcement No. 89 of 2025, initiating a review process on the anti-dumping measures against magnesium ingots originating in China (Portuguese: magn é sio met á lico em formas brutas) determined by Resolution No. 253 of 2021, in response to an application submitted by Brazilian domestic enterprise RIMA Industrial S.A. on March 28, 2025. The tax numbers of the products involved in the case in Nanjing are 8104.11.00 and 8104.19.00. The analysis period of this case is from March 2021 to October 2025. The reconsideration process will end within three months from the date of initiation. The announcement shall come into effect from the date of publication.

Manufacturers/exporters are required to provide feedback through the SEI electronic system within 15 days of receiving the survey questionnaire. Stakeholders shall submit written statements or evidence within 45 days from the date of announcement.

On April 29, 2003, Brazil initiated an anti-dumping investigation into magnesium ingots originating from China. On October 11, 2004, Brazil made a positive final ruling on the case and imposed an anti-dumping duty of $1.18 per kilogram on the Chinese products involved.

On December 31, 2008, Brazil initiated its first anti-dumping sunset review investigation into magnesium ingots originating from China. On December 15, 2009, Brazil made a positive final ruling on the case and continued to impose anti-dumping duties of $1.18/kg on magnesium ingots with a magnesium content exceeding 99.8%. On December 8, 2014, Brazil initiated its second anti-dumping sunset review investigation into magnesium ingots imported from China. On September 25, 2015, Brazil extended the validity period of China's anti-dumping measures on magnesium ingots for the second time. On September 25, 2020, the Brazilian Foreign Trade Secretariat issued Announcement No. 64 of 2020 in the Federal Government Gazette, initiating the third anti-dumping sunset review investigation on magnesium ingots originating in China at the request of Brazilian company RIMA Industrial S.A. On September 24, 2021, the Management Executive Committee of the Foreign Trade Commission of the Brazilian Ministry of Economy (GECEX) issued Resolution No. 253 of 2021, making a positive final ruling on the case and continuing to impose anti-dumping duties of $1.18/kg on magnesium ingots with a magnesium content exceeding 99.8%.
