Adding intelligent security lock to export declaration - the "Authorization and Entrustment Agreement" function of Qingdao Customs' local inspection system has been successfully launched

We no longer have to worry about others using our factory's name to apply for electronic accounts.

For the goods listed in the "Catalogue of Legal Inspection", enterprises first need to apply for inspection and quarantine to the customs, obtain electronic records, and then proceed with export customs declaration. This regulation ensures that the quality of exported goods meets relevant standards and requirements, effectively improving the reputation and competitiveness of China's exported goods.

But there are always some illegal enterprises that use the method of stealing the qualifications of others' production enterprises to fraudulently obtain electronic records and export goods that have not undergone inspection and quarantine to foreign countries. This not only disrupts the normal market order and increases the risk of international epidemic transmission, but also seriously damages China's foreign trade reputation, affecting the upgrading and high-quality development of China's export industry.

After the launch of the "Authorization and Entrustment Agreement" function, applicants need to obtain authorization from the production enterprise in the customs system before they can use their qualifications to apply for electronic ledgers, cutting off the channel for illegal individuals to falsely claim from the source. This will effectively safeguard the legitimate rights and interests of enterprises, enhance the credibility of legitimate enterprises, create a fairer and safer trade environment for export enterprises, and help every export declaration to be more standardized and reassuring.

Enterprises that have not completed the authorization delegation in time do not need to worry. The local inspection and quarantine system will automatically classify their submitted export inspection and quarantine application forms into the 'manual issuance' module if they are not hit by the control instructions. After reviewing the relevant materials submitted by the enterprise, the customs will issue them manually as soon as possible if they meet the requirements, "said Ni Peng, head of the local inspection and quarantine department of the Qingdao Customs Port Supervision Office.

This function was officially launched on October 31st. As of November 17th, Qingdao Customs District has used the "manual issuance" module to issue 1099 electronic ledgers, accounting for 2.7% of the total number of issuances, and has intercepted 6 suspected enterprises that have used qualifications for fraudulent purposes.
