According to statistics from Shanghai Customs, in the first 10 months of this year, the import and export value of goods from Shanghai to ASEAN reached 530.31 billion yuan, an increase of 12.6%; Shanghai Customs issued a total of 159000 China ASEAN preferential certificates of origin, with a value of 72.52 billion yuan, an increase of 16.3% and 16.9% respectively year-on-year, accounting for 29.4% of the total export visa volume during the same period.
From high-end chemicals to fresh fruits, from automatic certificate of origin verification "instant signing" to "same day customs clearance and sales" for imported fresh produce, and then to the "acceleration" of processing and trade enterprises on the ASEAN track, Shanghai Customs has accelerated trade between China and ASEAN by building a digital and integrated customs clearance service system and precise policy implementation, continuously injecting momentum into the deep integration of regional industrial and supply chains.
Recently, under the guidance of Shanghai Pudong Customs under the jurisdiction of Shanghai Customs, Qihuadun Daily Flavors and Fragrances (essence) Co., Ltd. submitted an application through the "single window" of international trade, and in just 20 minutes, it printed out the China ASEAN preferential certificate of origin by itself. With this certificate, a batch of essence and spices worth 1.838 million yuan exported to Indonesia by the company can enjoy tariff reduction of nearly 120000 yuan from the importing country.
"In the past, it was necessary to go to the window to apply for the certificate of origin. Now, the whole process is handled online, and it can be completed within half an hour at the earliest. Even in the case of weekends or emergency orders, the shipment can be flexibly arranged." Wang Kegong, senior logistics manager of Qihuadun Daily essence Fragrance (Shanghai) Co., Ltd., said. As a customs advanced certification enterprise, the company has applied for 322 ASEAN certificates of origin in the first 10 months of this year through the "online audit+self-service printing" mode, saving customers about 8.49 million yuan in tariff costs.

At the same time, the clearance of fresh agricultural products has also accelerated. In order to improve the clearance efficiency of imported fruits, Qingpu Customs under Shanghai Customs has established a linkage mechanism of "online declaration+on-site inspection" and collaborated with Xijiao International to build an integrated system of "inspection+warehousing+transaction". Qualified fruits are inspected and transported directly to market stalls through a closed cold chain, improving circulation efficiency. Recently, a batch of Cambodian bananas arrived at the Shanghai Xijiao International Agricultural Products Trading Center and were directly stored after inspection by Qingpu Customs, achieving "same day arrival, same day inspection, same day certificate issuance, and same day sales".
