As an important force in the construction and reform of the global governance system, the Shanghai Cooperation Organization has the conditions and capabilities to play a greater role in promoting the realization of "world governance" by jointly implementing global governance initiatives.
One is to leverage one's unique advantages. The "Shanghai Spirit" is highly compatible with the core concept of global governance initiatives. The Shanghai Cooperation Organization has rich practical experience and solid institutional guarantees, and fully utilizes these advantages to demonstrate greater achievements in global governance and promote the construction of a community with a shared future for mankind.
The second is to focus on two key areas: development and security. Adhere to cooperation for development and security, strengthen the docking of development strategies, jointly build the "the Belt and Road" with high quality, maintain the stability and smoothness of the global production and supply chain, and jointly build an open and inclusive world economy. China is willing to work together with all member states to establish the Shanghai Cooperation Organization Development Bank as soon as possible and propose the establishment of the China SCO Metabolic Disease Cooperation Center. Further strengthen the security cooperation mechanism, give full play to the important role of the "Four Security Centers", promote the international community to adhere to multilateralism together, and promote universal security and lasting peace.
The third is to stimulate strong vitality for innovation and transformation. Strengthen cooperation in science and technology, industrial innovation, and promote cooperation in traditional and renewable energy. The Chinese side welcomes all parties to actively participate in the SCO Digital Economy Forum and the China SCO Artificial Intelligence Cooperation Forum, and is willing to jointly build and make good use of the China SCO Digital Economy Cooperation Platform and the Science and Technology Innovation Cooperation Center, and solidly promote the addition of "10 million kilowatts of photovoltaic" and "10 million kilowatts of wind power" projects in the next five years.
Li Qiang pointed out that at the Tianjin Summit of the Shanghai Cooperation Organization, the attending leaders jointly approved the "SCO Development Strategy for the Next 10 Years (2026-2035)". China is willing to work with all member states to pay more attention to strategic coordination, effectively promote cooperation implementation, optimize and improve operational mechanisms, further enhance cohesion, action capability, and influence, and continuously make the Shanghai Cooperation Organization better and stronger.
The attending parties expressed that the Shanghai Cooperation Organization is playing an increasingly important role in promoting regional integration and establishing a just and reasonable multipolar world. All parties should work together to implement the outcomes of the Tianjin Summit, improve the organizational mechanism, link up and jointly build the "the Belt and Road" initiative, implement the development strategy for the next 10 years, promote cooperation in connectivity, economy and trade, security, people to people and cultural fields, practice the global governance initiative, and safeguard multilateralism and the central role of the United Nations.
After the meeting, Li Qiang signed a joint communiqu é and cooperation documents in the fields of economy, trade, railways, social development, and security with the attending leaders of member states, and approved relevant resolutions on the construction of the Shanghai Cooperation Organization.
