Joint Communique of the 24th Meeting of the Council of Heads of Government (Prime Ministers) of the Shanghai Cooperation Organization Member States
On November 17-18, 2025, the 24th meeting of the Council of Heads of Government (Prime Ministers) of the member states of the Shanghai Cooperation Organization (SCO) was held in Moscow.
The meeting was chaired by the Prime Minister of the Russian Federation, Mishustin.
The Secretary General of the Shanghai Cooperation Organization, Yermekbayev, the Director of the Executive Committee of the SCO Regional Counter Terrorism Structure, Sharsheyev, the rotating Chairman of the SCO Business Council, Ren Hongbin, and the representative of the SCO Banking Federation Council, Tan Jiong, attended the meeting.
Qatar's Prime Minister and Minister of Foreign Affairs, Mohammed bin Salman, Mongolia's Prime Minister, and heads of the permanent institutions of the Commonwealth of Independent States, the Eurasian Economic Union, and the Conference on Interaction and Confidence Building Measures in Asia, as well as representatives from Bahrain, Egypt, Kuwait, and Turkmenistan, attended the meeting.
The heads of each delegation highly praised the work done by the People's Republic of China during its tenure as the rotating chair of the Shanghai Cooperation Organization from 2024 to 2025. They believed that China's term of office further enhanced the cohesion of the organization and the level of comprehensive cooperation within the framework of the organization, and increased its international influence.
The heads of each delegation expressed their support for the work of the Kyrgyz Republic as the rotating chair of the Shanghai Cooperation Organization from 2025 to 2026.
The heads of each delegation pointed out that the meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) member states held in Tianjin from August 31 to September 1, 2025, as well as the "SCO+" conference, fully demonstrated the increasingly important role and contribution of the SCO in building a more just, equal, and representative multipolar world with the United Nations at its core. The group leaders reiterated that member states will abide by the universally recognized norms of international law as stated in the United Nations Charter and the Charter of the Shanghai Cooperation Organization.
The heads of each delegation emphasized that member states believe it is necessary to carry out corresponding reforms to the United Nations, ensure the representation of developing countries in the governing bodies of the United Nations, and enable the United Nations to adapt to today's political and economic realities.
The heads of each delegation believe that cooperation within the framework of the Shanghai Cooperation Organization will lay the foundation for the formation of an equal and indivisible security architecture on the Eurasian continent. Member states oppose the use of groupization and confrontational thinking to solve international and regional hotspot issues.
The heads of each delegation reiterated that promoting the construction of a new type of international relations and a community with a shared future for mankind based on mutual respect, fairness, justice, and win-win cooperation, as well as conducting dialogue based on the concept of "One Earth, One Home, One Future", is of great practical significance. They called on the international community to jointly participate in the "SCO Initiative on United Nations for World Justice, Harmony, and Development".
The heads of each delegation emphasized the need to effectively implement the various documents adopted at the SCO summit, with the primary task being to carry out practical work based on the "SCO Development Strategy for the Next 10 Years (2026-2035)" and the "Tianjin Declaration of the Council of Heads of State of the SCO Member States". The development strategy specifies the main direction for the next step of reform and development of the SCO.
The heads of each delegation pointed out that it is of great significance to prioritize the improvement of the operational mechanism of the Shanghai Cooperation Organization, and emphasized the need to accelerate the implementation of the "Proposal on Improving the Operational Mechanism of the Shanghai Cooperation Organization" approved by the Council of Heads of State in the form of a resolution on July 4, 2024. This includes synchronously launching the translation guarantee department of the permanent (executive) body of the Shanghai Cooperation Organization and listing English as the language used in the organization. Corresponding revisions and supplements will be made to the Shanghai Cooperation Organization Charter and other documents.
The heads of each delegation advocate accelerating the implementation of relevant suggestions, including the formulation of relevant documents for the operation of the Shanghai Cooperation Organization Comprehensive Center for Responding to Security Threats and Challenges and the Shanghai Cooperation Organization Anti Drug Center based on the signed agreements.
The heads of each delegation took note of the proposal to establish a Security Strategy Research Center.
The heads of each delegation emphasized that international relations are currently undergoing profound and historic changes. The increasing status of countries in the global South and the increasingly prominent role of new political and economic centers have created opportunities for their own development and international cooperation based on equality and mutual benefit.
The heads of delegations expressed deep concern over the increasing fragmentation of the world economy and reiterated that member states will adhere to improving the global economic governance system and consolidating the multilateral trading system with the World Trade Organization at its core.
The heads of each delegation emphasized that member states will firmly uphold an open, transparent, just, inclusive, fair, and non discriminatory multilateral trading system, promote the improvement of the global financial governance system, and strengthen the role of developing countries in international financial institutions.
The Republic of Belarus, the Islamic Republic of Iran, the Republic of Kazakhstan, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan reaffirmed their support for the the Belt and Road initiative proposed by the People's Republic of China, and affirmed the efforts of all parties to jointly implement the the Belt and Road initiative, including the efforts to promote the docking and cooperation between the the Belt and Road and the Eurasian Economic Union.
The heads of each delegation emphasized that economic and trade cooperation is of great significance to the stable development of the economies and societies of all countries in the context of global uncertainty and severe market fluctuations. The heads of each delegation noted the outcome of the 24th Economic and Trade Ministers' Meeting of the Shanghai Cooperation Organization (September 6, 2025, Vladivostok) and expressed their willingness to continue taking necessary measures to ensure sustainable economic growth in the SCO region.
The heads of each delegation emphasized that member states will be committed to building a broad and open economic space in the region, promoting equal and mutually beneficial cooperation, ensuring the effective operation and flow of markets, supply chains, settlement payments, transportation corridors, logistics routes, as well as investment, goods, services, and technology. It was noted that interested member states will cooperate on the establishment of the "Greater Eurasian Partnership" initiative.
The heads of each delegation emphasized that member states oppose any unilateral coercive measures, including economic measures, that violate the United Nations Charter and other international legal norms, hinder international cooperation, and the United Nations Sustainable Development Goals.
The heads of each delegation believe that mutual cooperation should be carried out based on the "Declaration of the Council of Heads of State of the Shanghai Cooperation Organization on Supporting the Multilateral Trading System" (Tianjin, September 1, 2025), steadily and effectively implementing the "Shanghai Cooperation Organization Economic Development Strategy until 2030" and the "Outline of Multilateral Economic and Trade Cooperation among Shanghai Cooperation Organization Member States", and advocate strengthening the work of the meeting mechanism of heads of relevant departments and other professional cooperation mechanisms.
The heads of each delegation believe that the digital economy is the foundation for achieving sustainable development and improving well-being in the current region, and cooperation in the digital field is of great significance for bridging the digital divide, promoting economic growth, and technological development. The member states of the Shanghai Cooperation Organization have always advocated for safeguarding technological autonomy and accelerating the application of digital technology in the fields of economy, society, and national governance.
The competent authorities of all countries will ensure the implementation of the Statement of the Council of Heads of State of SCO Member States on Strengthening the Development of the Digital Economy (Tianjin, September 1, 2025) and the Action Plan of SCO Member States on Digital Transformation (Karamay, June 17, 2025), including relying on the specialized working group of SCO Member States on e-commerce.
The heads of each delegation pointed out that the "Declaration of the Council of Heads of State of the Shanghai Cooperation Organization on Further Strengthening Cooperation in Science and Technology Innovation" (Tianjin, September 1, 2025) should be taken as the guide to promote pragmatic cooperation in the field of science and technology innovation, enhance economic competitiveness, encourage the exchange of experience and technology transfer in the application of innovative technologies, enhance the comprehensive strength of science and technology parks and innovation clusters, and develop corresponding scientific research projects. To this end, the leaders took note of the results of the SCO Science and Technology Park Library Management Committee meeting held at the Skolkovo Innovation Center and welcomed the dialogue on building a seamless ecosystem for SCO startups within the framework of the International Technology Conference (Moscow, September 16-18, 2025).
The heads of each delegation emphasized the importance of effectively implementing the "Implementation Roadmap for Cooperation and Development in the Field of Artificial Intelligence among SCO Member States" (Chengdu, June 12, 2025) and carrying out multilateral cooperation in accordance with the "Statement of the Council of Heads of State of SCO Member States on Further Deepening International Cooperation in Artificial Intelligence" (Tianjin, September 1, 2025).
The heads of each delegation took note of the proposals to hold an expert meeting on artificial intelligence among SCO member states in 2026, a high-level conference on "Artificial Intelligence Services for SCO Economy" in Kazakhstan in 2027, and the development of a "SCO Future Technology Outline".
The heads of delegations welcomed the resolution passed by the United Nations General Assembly on July 25, 2025, on the role of artificial intelligence in creating new opportunities for sustainable development in Central Asia, and noted the initiative to establish the Central Asian Artificial Intelligence Center in Dushanbe.
The heads of each delegation support strengthening cooperation on the application of outer space technology to solve economic, social, and ecological problems of member states, and explore dialogue on establishing future regional cooperation mechanisms in the space field based on the priority tasks of each country. They also take note of the results of the "Contribution of Outer Space Technology to Achieving the Sustainable Development Goals of the Shanghai Cooperation Organization" conference held within the SCO framework (Moscow, September 16-18, 2025).
The heads of each delegation took note of the proposal to establish a "New Frontier and Transformational Technology Committee".
The heads of each delegation reiterated their willingness to create new opportunities by supporting innovative industries and developing the creative economy, enhancing the sustainable development and competitiveness of economies in various countries, and prioritizing the expansion of employment markets in remote and rural areas. The group leaders believe that relevant work should be carried out on the basis of the "Implementation Plan for the Development of Creative Economy Cooperation Framework among SCO Member States" (Vladivostok, September 6, 2025).
The heads of each delegation took note of the results of the dialogue activities among representatives of member states held within the framework of the SCO Innovation Economy Conference (Moscow, September 26, 2025).
The heads of each delegation emphasized that member states will strengthen cooperation in the industrial field, deepen exchanges in the industrial sector, take note of the results of the Industry Ministers' Meeting of the Shanghai Cooperation Organization member states (July 7, 2025, Yekaterinburg), and share the experience of holding activities on the Russian International Industrial Exhibition platform.
The competent authorities of various countries will continue to carry out the construction of the industrial investment project database of SCO member states.
The heads of each delegation emphasized the importance of further deepening cooperation in the investment field among member states, and supported the continued strengthening of cooperation within the framework of the Investment Promotion Working Group and the Investor Alliance, as well as expanding the pool of economic preferential policies. The group leaders noted the adoption of the "Declaration of Relevant Departments of SCO Member States on Strengthening Investment Cooperation in the Field of Sustainable Development" (Tianjin, September 1, 2025), and the competent authorities of each country will continue to work on the draft of the "Comprehensive Measures for Promoting Mutual Investment among SCO Member States".
The heads of each delegation noted the proposal to establish an alliance of export credit insurance and investment insurance institutions of the Shanghai Cooperation Organization, establish a dedicated electronic portal website to promote business docking and investment, and hold an annual "SCO Investment" forum.
The heads of each delegation support accelerating the establishment of a project financing guarantee mechanism within the framework of the Shanghai Cooperation Organization. In order to implement the resolution to establish the Shanghai Cooperation Organization Development Bank, relevant member states will accelerate expert level consultations on a series of issues related to the operation of the financial institution.
The heads of each delegation took note of the proposal to establish an SCO office, which is responsible for promoting promising investment projects and strengthening coordination and cooperation among legal, consulting, and financial companies.
Relevant member states will continue to work on expanding the share of local currency settlement according to the relevant roadmap. The heads of each delegation took note of the proposal to establish a working group to improve financial infrastructure and formulate relevant comprehensive measures.
The heads of each delegation support further strengthening the role of the SCO Business Council as a platform for dialogue among member states' business communities, in order to jointly promote the resolution of major issues facing practical economic and trade cooperation in the SCO region. They also note the work done by all parties to establish industry working groups on priority areas of cooperation within the framework of the SCO Business Council.
The heads of each delegation emphasized that the Shanghai Cooperation Organization Bank Consortium, as a highly favored cooperation mechanism in the financial sector, has played an important role and believes that the issue of the Islamic Republic of Iran authorizing banks to join the consortium should be accelerated.
The heads of each delegation reiterated that they will promote the construction of efficient and competitive transportation and technological infrastructure within the framework of the Shanghai Cooperation Organization, and improve the level of connectivity. The competent authorities should take more measures to tap into the potential of transportation, logistics, and cross-border transportation in the SCO region, and develop international highways, railways, and multimodal transport.
The heads of each delegation support the holding of a meeting of the heads of ports and logistics centers of SCO member states (Aktau, December 18-19, 2025).
The heads of each delegation believe that it is very important to further develop regional multimodal transportation and logistics corridors, and emphasize that the member states of the Shanghai Cooperation Organization have enormous potential in this field.
The heads of each delegation took note of the proposal to develop the Shanghai Cooperation Organization's "Concept Document for Creating a Unified Digital Platform to Manage Land Freight Multimodal Transport".
The heads of each delegation noted that the construction of the China Kyrgyzstan Uzbekistan railway has begun.
The heads of each delegation believe that it is very important to continue implementing the "Agreement on Facilitation of International Road Transport among the Governments of the Shanghai Cooperation Organization Member States" (Dushanbe, September 12, 2014) and the "Concept for Developing Connectivity and Establishing Efficient Transport Corridors among the Shanghai Cooperation Organization Member States" (Samarkand, September 16, 2022).
The heads of each delegation took note of the initiative to develop the "SCO Unified Transport Space Concept Document".
The heads of each delegation advocate further deepening cooperation in the fields of civil aviation and cargo aviation, including increasing routes, reducing administrative barriers, and optimizing passenger and cargo air transportation conditions.
In view of this, the leaders took note of the initiative to establish the Shanghai Cooperation Organization Aviation Safety Agency.
The heads of each delegation emphasized the importance of developing environmentally friendly transportation, including the application of green technologies, gradual transition to environmentally friendly and clean fuels, and the development of electric vehicle infrastructure.
The heads of each delegation noted the positive trend in customs cooperation, especially the progress made in simplifying customs procedures, strengthening and ensuring the security of logistics chains in the Eurasian continent, improving customs supervision, and cutting off smuggling channels.
The competent authorities of member states will accelerate the drafting of the "Agreement on Trade Facilitation between the Governments of SCO Member States". The heads of each delegation support further strengthening cooperation within the framework of the SCO member states' trade facilitation working group.
The heads of each delegation noted the role of standardization tools in promoting trade facilitation and emphasized the importance of mutually beneficial and equal cooperation among SCO member states in this field.
The heads of each delegation believe that it is very important to continue strengthening the coordination of anti-monopoly policies, including carrying out activities within the framework of the meeting of heads of anti-monopoly departments of SCO member states, and promoting the creation of a fair competition market environment.
The heads of each delegation emphasized the need to continue strengthening multilateral cooperation among statistical departments of member countries, promoting best practices and research methods, and ensuring that national economic entities can obtain high-quality data support in a timely manner when implementing priority tasks in economic and trade cooperation.
The heads of each delegation noted the results of the Seventh Meeting of Heads of Supreme Audit Institutions of Member States (Dushanbe, April 14, 2025).
The heads of each delegation reiterated their willingness to strengthen cooperation in the agricultural field, such as ensuring food security, expanding agricultural product trade, promoting agricultural technology research and development, and developing educational and scientific research partnerships. They also noted the initiative to establish a breeding and seed industry cooperation expert working group and an electronic platform for the "SCO Food Security Atlas".
The heads of each delegation reiterated that member states are committed to promoting a shared vision for maintaining global energy security in the future, forming a fair, balanced, and sustainable global energy development model, and ensuring the technological accessibility of various fuel energy sources for all countries based on regional resource endowments, achieving fair pricing and settlement.
The heads of each delegation believe that it is necessary to continue to uphold the technological sovereignty of member states, ensure energy security and market stability, construct a diversified energy balance system using fossil fuels, renewable energy, hydropower, and hydrogen energy, and ensure sustainable supply and demand of energy.
The group leaders took note of the initiative to establish the Shanghai Cooperation Organization Regional Key Materials Center.
The heads of each delegation support equal and sustainable international mutually beneficial cooperation in the peaceful use of nuclear energy.
The heads of each delegation emphasized that the member states of the Shanghai Cooperation Organization are willing to expand practical cooperation in the field of energy through implementing joint research projects, developing the potential of hydropower in regional countries, building energy infrastructure, promoting investment and technological cooperation, introducing advanced energy technologies, cultivating professional talents, and exchanging experiences. The group leaders reiterated that member states will further cooperate based on the "Declaration of the Council of Heads of State of the Shanghai Cooperation Organization on Sustainable Energy Development" (Tianjin, September 1, 2025) and the "Roadmap for the Implementation of the SCO Energy Cooperation Development Strategy before 2030" (Tianjin, September 1, 2025).
The heads of each delegation noted the outcome of the SCO Arab League High Level Meeting on Climate Change and Sustainable Energy (Astana, October 3, 2025).
The heads of each delegation believe that it is of great significance for SCO member states to strengthen sustainable development cooperation in industries, environmental protection, energy conservation, and the development of clean energy. The group leaders noted the achievements of the activities held within the framework of the "SCO Year of Sustainable Development", including the first SCO Countries Green Development Forum (July 8-9, 2024, Qingdao) and the SCO Sustainable Development Forum (April 17, 2025, Omsk; November 17, 2025, Moscow).
The heads of each delegation approved the "2026-2028 Roadmap for Cooperation in the Field of Social Development and Security among SCO Member States" and noted the proposal to establish a Sustainable Development Committee within the framework of the SCO Economic Think Tank Alliance.
The heads of each delegation emphasized that it is of practical significance for SCO member states to continue working together in areas such as environmental protection, ecological security, rational use of natural resources, and addressing climate change, including accelerated glacier melting.
The heads of delegations took note of the United Nations declaration of 2025 as the International Year of Glacier Conservation and the Dushanbe Declaration adopted at the first International High level Conference on Glacier Conservation (Dushanbe, May 29-31, 2025).
The heads of each delegation support the continued implementation of the Joint Action Plan for the Implementation of the SCO Green Belt Outline from 2024 to 2026 (Astana, May 22, 2024), the Implementation Measures Plan for the SCO Member States' Environmental Cooperation Concept from 2025 to 2027 (Astana, May 22, 2024), and the SCO Member States' Initiative to Strengthen Sustainable Development Cooperation (Tianjin, July 3, 2025).
The heads of each delegation took note of the proposal to hold a special meeting on ecological issues of the Shanghai Cooperation Organization (SCO) within the framework of the United Nations Regional Ecological Summit (Astana, 2026).
The heads of each delegation noted that the fourth International High level Conference (Dushanbe, May 2026) will be held to commemorate the International Decade for Action "Water for Sustainable Development 2018-2028".
The heads of each delegation emphasized the importance of expanding cooperation in addressing the challenges of climate change, including exchanging experiences and practices in formulating and implementing effective climate policies, developing low emission technologies, sustainable financing tools, and developing carbon markets and carbon trading in an inclusive and equitable manner. In view of this, it is necessary to continue actively implementing the Declaration of the Council of Heads of State of the Shanghai Cooperation Organization on Addressing Climate Change (Samarkand, September 16, 2022).
The competent authorities of various countries will continue to formulate the draft of the Intergovernmental Climate Change Agreement among the member states of the Shanghai Cooperation Organization.
The heads of each delegation noted the increasing risks of natural disasters and man-made accidents, and believed that enhancing the emergency response and disposal capabilities of the Shanghai Cooperation Organization is very important. They pointed out that cooperation among emergency management departments should be further strengthened, including cooperation in dynamic information exchange, space monitoring data application, and emergency joint exercises.
The heads of each delegation took note of the results of the Meeting of Heads of Emergency Relief Departments in Border Areas of SCO Member States (Shanghai, May 12, 2025).
The heads of each delegation believe that further cooperation in the field of health among SCO member states should be deepened, including enhancing health emergency response capabilities, improving primary healthcare, building digital medical infrastructure, strengthening the prevention and treatment of infectious and non communicable diseases, ensuring effective and high-quality drug access, cultivating medical professionals, and promoting medical tourism in the SCO region. The group leaders emphasized the importance of continuously implementing the "Main Measures Plan for Health Cooperation among SCO Member States (2025-2027)" (Astana, March 14, 2024).
The heads of each delegation reiterated that improving talent management in the healthcare industry is of great significance in enhancing the quality of medical services for all, and supported relevant member states to continue the construction of the Shanghai Cooperation Organization Medical Association and the Shanghai Cooperation Organization Medical Tourism Alliance.
The heads of delegations stressed that the meeting mechanism of heads of health and epidemic prevention departments of SCO member states played an important role in strengthening regional biosafety. All parties are willing to carry out cooperation in the prevention and treatment of infectious diseases, support the signing of a cooperation agreement on the prevention and treatment of pestis within the framework of SCO, and further implement the Statement of Heads of SCO Member States on Jointly Responding to Epidemic Threats in the SCO Region (Qingdao, June 10, 2018).
The heads of each delegation emphasized the importance of further poverty reduction cooperation and improving people's well-being within the framework of the SCO member states' poverty reduction task force, which will contribute to achieving the United Nations Sustainable Development Goals. The heads of each delegation noted the outcome of the special working group meeting on the theme of "Building a sustainable social security system to address climate change: protecting vulnerable groups in the SCO region from the impact of climate change". The heads of each delegation support deepening cooperation among SCO member states in the fields of education and science and technology, including promoting the construction of SCO universities, continuing to improve academic exchanges, implementing joint scientific research projects, and ensuring the popularization of high-quality modern education. All parties welcome the accession of the Republic of Belarus and the Islamic Republic of Iran to the Agreement between the Governments of the SCO Member States on the Establishment and Operation of the SCO University (Astana, June 6, 2017).
The competent authorities of various countries will continue to carry out various innovative activities for college students and young professionals, including organizing competitions, Olympic competitions, and exchange activities, and take note of the initiative to establish an online campus cooperation network for SCO universities.
The heads of each delegation took note of the outcomes of the SCO Youth Committee Meeting (July 29, 2025, Beijing) and the SCO Youth Forum (August 19-23, 2025, Omsk).
The heads of each delegation took note of the initiative to hold the Youth Forum and Ministerial Meeting of SCO Member States (Dushanbe, March 17-22, 2026).
The heads of each delegation emphasized that sports exchanges and cooperation among relevant institutions are of great significance in enhancing mutual understanding and friendly relations among the people of SCO countries, and this will promote cooperation in the field of sports among countries.
The heads of each delegation reiterated that the member states of the Shanghai Cooperation Organization are committed to upholding the principles of equality, fairness, and non discrimination against athletes on any grounds (including nationality, language, religion, ethnicity, or social origin), strengthening international sports exchanges, and emphasizing that the annual SCO Marathon held in Kunming, People's Republic of China, and Issyk Kul, Kyrgyz Republic, makes a positive contribution to deepening SCO sports cooperation.
The heads of each delegation took note of the results of the meeting of the heads of sports departments of the member states of the Shanghai Cooperation Organization (May 21, 2025, Harbin).
The heads of each delegation took note of the initiative to hold international sports events and the SCO Open in Russia in 2026, with the participation of relevant member states of the SCO and open to all countries.
The heads of delegations took note of the resolution of the 43rd session of the UNESCO General Conference (November 6, 2025) to establish September 22 as International Day for the Heritage of Nomads.
The heads of each delegation took note of the initiative to establish the SCO Civilization Forum and hold its opening ceremony in 2026.
The heads of each delegation noted that the 6th World Nomad Games will be held in Bishkek and Jopong Ata in 2026.
The heads of each delegation emphasized that deepening cultural cooperation plays an important role in strengthening the friendship among the peoples of SCO countries, and reiterated their commitment to maintaining and promoting cultural diversity.
The heads of each delegation took note of the outcomes of the Cultural Ministers' Meeting of SCO member states, the SCO Art Festival (Qingdao, July 7, 2025) and Film Festival (Chongqing, July 6, 2025), as well as the participation of SCO member state representatives in the "International Vision" International Music Competition (Moscow, September 20, 2025).
The heads of each delegation, based on the principles established in the preamble of the UNESCO Charter (adopted in 1945) and the Agreement on Cooperation among the Governments of the Shanghai Cooperation Organization Member States for the Protection of Cultural Heritage (signed in 2021), noted the importance of safeguarding the cultural and historical rights of member states in the protection and promotion of tangible and intangible cultural heritage.
The heads of each delegation highly praised the activities held within the framework of the Shanghai Cooperation Organization Tourism and Cultural Capital (Qingdao) from 2024 to 2025, and believed that Jopong Ata, as the SCO Tourism and Cultural Capital from 2025 to 2026, will contribute to cooperation in the field of cultural tourism.
The heads of each delegation took note of the initiative to hold the Issyk Kul Forum Annual Meeting named after Chinggis Aitmatov within the framework of the Shanghai Cooperation Organization in 2026.
The heads of each delegation noted that measures such as increasing the number of direct flights and implementing electronic visas have steadily increased the number of tourists from SCO member states, and support the implementation of new mutually beneficial investment projects in the tourism sector.
The heads of each delegation emphasized the importance of conducting dialogue and cooperation among people to people diplomacy institutions, and affirmed the contributions made by the China SCO Neighborhood Friendship and Cooperation Committee, the India World Affairs Council SCO Research Center, the Kyrgyzstan SCO Cultural Integration Center, the Islamabad Institute for Strategic Studies in Pakistan, the Russian SCO National Center for People to People Diplomacy, the Tajikistan SCO Friendship and Cooperation Center, and the Uzbekistan SCO People to People Diplomacy Center to strengthen friendship and mutual understanding within the organizational framework.
The heads of each delegation approved the report of the SCO Secretariat on activities and meetings to implement the Outline of Multilateral Economic and Trade Cooperation among SCO Member States, as well as the 2026 budget of the SCO.
The meeting passed resolutions on a series of issues related to the financial and organizational activities of the permanent institutions of the Shanghai Cooperation Organization.
The heads of each delegation pointed out that the achievements made by the Russian Federation as the Chairman of the Council of Heads of Government (Prime Ministers) of the SCO member states have promoted all-round cooperation in the economic and trade fields, and strengthened cultural exchanges within the SCO framework. They highly praised this.
The next meeting of the Council of Heads of Government (Prime Ministers) of SCO member states will be held in the Republic of Tajikistan in 2026.
