Türkiye makes final anti-dumping review against China's 27 categories of filament and synthetic and man-made staple fabrics

On November 7, 2025, the Ministry of Trade of Türkiye issued Announcement No. 2025/36 on 27 types of filament (woven fabrics of synthetic filament yarn) [Turkish: sentetik filament iplikten dokunmu She mensucat ı n (giyim i ç in olanlar), tax number 54.07] and synthetic and man-made short fiber fabrics (Turkish: sentetik veya suni devims ı z liflerden dokunmu She mensucat, tax number 55.13, 55.1 4. 55.15 and 55.16) made a final anti-dumping review ruling that some Italian, Dutch, Austrian and Portuguese enterprises were not involved in the circumvention determined in Announcement No. 2024/8 of February 20, 2024, and therefore no anti-dumping duties were levied on these enterprises (see Schedule I and Schedule II for details); At the same time, anti-dumping duties have been imposed on Italian company Tessitura Uboldi Luigi S.R.L.

On November 1, 2000, Türkiye launched an anti-dumping investigation against 27 categories of filaments (woven fabrics of synthetic filament yarns) originating in Chinese Mainland, Malaysia, South Korea, Thailand and Taiwan, China. On February 13, 2002, Türkiye formally levied anti-dumping duties on the products involved in the above countries/regions. Since then, Türkiye has conducted three sunset reviews and made affirmative rulings, extending the tax collection period for three times on August 1, 2008, January 21, 2015 and January 28, 2021.

On September 30, 2000, Türkiye launched an anti-dumping investigation against synthetic and man-made staple fabrics originating in China. On February 15, 2001, Türkiye began to levy anti-dumping duties on Chinese products involved. Since then, Türkiye has carried out four sunset reviews, respectively on June 19, 2007, May 5, 2013, December 31, 2018 and June 23, 2025, making four affirmative decisions and extending the tax collection period.

Türkiye has launched two anti circumvention investigations on 27 categories of filaments (woven fabrics of synthetic filament yarns) and synthetic and man-made staple fabrics originating in China, and made affirmative rulings. On August 26, 2021, Turkey extended the anti-dumping duties on 27 categories of filaments (woven fabrics of synthetic filament yarns) and synthetic and man-made staple fabrics from China to Spain, Italy and Germany, and extended them to other EU members including Spain, Italy and Germany on February 20, 2024, and exempted some enterprises involved from anti-dumping duties (see Announcement 2024/8).

On September 27, 2024, the Ministry of Trade of Türkiye issued Announcement 2024/29, which initiated an independent anti-dumping review investigation on 27 types of filaments (woven fabrics of synthetic filament yarns) and synthetic and man-made staple fabrics originating in China, and reviewed the anti circumvention measures determined in Announcement 2024/8 on February 20, 2024; Meanwhile, it has been decided to impose a deposit on Tessitura Uboldi Luigi S.R.L., an Italian company exempted from anti-dumping duties, during the investigation period.
