India makes its first anti-dumping sunset review final ruling on toluene diisocyanate from the European Union and Saudi Arabia
On November 12, 2025, the Indian Ministry of Commerce and Industry issued a final positive ruling on the first anti-dumping sunset review of Toluene Di Isocyanate (TDI) with an isomer ratio of 80:20 originating from or imported from the European Union and Saudi Arabia, recommending the continued imposition of anti-dumping duties for a period of 5 years, as follows: EU producers Covestro Deutschland AG and Borsod Chem Zrt are priced at $221.04/ton and $102.05/ton respectively, other EU producers are priced at $264.96/ton, Saudi Arabian producer Sadara Chemical Company is priced at $217.55/ton, and other Saudi Arabian producers are priced at $344.33/ton. This case involves products under the Indian customs code 29291020. All other grades of toluene diisocyanate are not subject to anti-dumping duties.
On January 31, 2020, the Ministry of Commerce and Industry of India announced that, in response to the application submitted by the Indian domestic enterprise Gujarat Narmada Valley Fertilizers&Chemicals Limited, an anti-dumping investigation was initiated against toluene diisocyanate with an isomer ratio of 80:20 originating from or imported from the European Union, Saudi Arabia, the United Arab Emirates and Taiwan, China, China. On September 4, 2020, the Indian Ministry of Commerce and Industry made a positive preliminary ruling on the case. On December 2, 2020, the Revenue Department of the Indian Ministry of Finance issued Notice No. 43/2020 Customs (ADD), deciding to impose temporary anti-dumping duties on the products involved in the above-mentioned countries and regions for a period of six months. On January 28, 2021, the Indian Ministry of Commerce and Industry made a positive final ruling on the case. On April 27, 2021, the Tax Bureau of the Ministry of Finance of India issued Circular No. 28/2021 Customers (ADD), deciding to levy anti-dumping duties on the products involved in the above countries and regions for a period of five years from December 2, 2020. The details are as follows: the EU producers Covestro Deutschl and AG and BorsodChem Zrt are $221.04/t and $102.05/t respectively, the EU's other producers are $264.96/t, the Saudi Arabian manufacturer Sadara Chemical Company is $217.55/t, the other Saudi Arabian producers are $344.33/t, and the United Arab Emirates' producers are 368.9 20 dollars/ton, and 274.39 dollars/ton for manufacturers in Taiwan, China. This measure is valid until December 1, 2025.
On December 30, 2024, the Indian Ministry of Commerce and Industry announced that it had initiated the first anti-dumping sunset review investigation into toluene diisocyanate with an isomer ratio of 80:20 originating from or imported from the European Union and Saudi Arabia, in response to an application submitted by Indian domestic enterprise Gujarat Narmada Valley Fertilizers&Chemicals Limited.
