India imposes anti-dumping duties on Vietnamese alloy and non alloy hot-rolled steel plates
On November 12, 2025, the Revenue Department of the Indian Ministry of Finance issued Notice No. 32/2025 Customs (ADD), accepting the positive final anti-dumping ruling made by the Indian Ministry of Commerce and Industry on August 13, 2025, regarding alloy or non alloy steel plates (Hot Rolled Flat Products of alloy or non alloy steel not clad, not plated or coated, of a thickness upto 25mm and width up to 2100mm) originating from or imported from Vietnam. The decision is to impose anti-dumping duties on the products involved for a period of 5 years, as follows: the anti-dumping duty on the involved manufacturer Hoa Phat Dung Quat Steel JSC is 0, and other Vietnamese manufacturers are... 121.55 USD/ton. The products involved are alloy and non alloy hot-rolled steel plates without cladding, plating or coating, with a thickness not exceeding 25 millimeters and a width not exceeding 2100 millimeters, excluding stainless steel hot-rolled plates. This case involves products under Indian customs codes 7208, 7211, 7225, and 7226. The measures shall come into effect from the date of publication of this notice in the official gazette.
On August 14, 2024, the Indian Ministry of Commerce and Industry announced the initiation of an anti-dumping investigation into alloy and non alloy hot-rolled steel plates originating or imported from Vietnam, in response to an application submitted by the Indian Steel Association (ISA). The dumping investigation period of the case is from January 1, 2023 to March 31, 2024 (15 months), and the injury investigation period is from April 1, 2020 to March 31, 2021, April 1, 2021 to March 31, 2022, April 1, 2022 to March 31, 2023, and January 1, 2023 to March 31, 2024. On August 13, 2025, the Indian Ministry of Commerce and Industry made a positive final ruling on the case.
