'Ship to ship' helps' Fujian made 'ships sail out of' acceleration '
On August 19, after being inspected and approved by the Ningde Customs officers under Fuzhou Customs, the semi submersible ship "Huayanglong", which was independently developed by China, slowly dived at the Guanjingyang anchorage in Ningde, and accurately loaded nine "Fujian made" marine vessels and related equipment and cargo to the deck. The operation was smoothly completed, and the ship was about to sail to Africa to deliver the ship.
In recent years, shipbuilding enterprises in Fujian Province have been closely monitoring the development needs of the global shipping industry, focusing on digital delivery, intelligent ships, and clean energy, increasing technological innovation and industrial upgrading efforts, and continuously exploring international markets. According to statistics from Fuzhou Customs, in the first seven months of this year, the scale of exported ships in Fujian Province has exceeded 10 billion yuan, reaching 11.33 billion yuan. With China's announcement on May 1, 2026 to fully implement zero tariff policies for 53 African countries that have established diplomatic relations, China Africa economic and trade cooperation continues to deepen. Fujian shipping companies are increasing their efforts to explore the African market, seizing the opportunity of weak basic industries such as shipbuilding in African countries and strong demand for engineering ships such as marine engineering. They are actively developing the African engineering ship market, and exporting ships to the African market is showing promising growth. In the first seven months of this year, Fujian Province exported ships to Africa worth 3.21 billion yuan, a year-on-year increase of 83%.
In order to enhance the delivery capability of shipbuilding enterprises and accelerate the efficiency of ship exports, Ningde Customs under Fuzhou Customs customizes a "policy package" for shipbuilding enterprises, promotes "anchorage direct loading", reduces multiple outbound and circulation links, and effectively compresses the ship maintenance and construction cycle. At the same time, by introducing the semi submersible ship export mode, the traditional "one-to-one" delivery mode of ships has been changed to "one to many", greatly improving the one-time delivery capability of enterprise ship exports.
"In the past, the export of marine engineering ships mostly relied on tugs to tow goods or crew members to deliver by themselves, which took a long time, had high risks and cost. Now, this" ship to ship "transportation mode has significantly reduced the delivery cycle, avoided the risk of ocean navigation, and can better gather the strength of our local ship enterprises in Ningde, so that the batch export of Mindong made ships can become a reality." said Lin Yuliang, deputy general manager of Fujian Yihe Shipbuilding Heavy Industry Co., Ltd.
Customs strengthens the application of technological means. We deploy mobile monitoring on semi submersible loading platforms and transport boats to achieve full process supervision. With the assistance of unmanned aerial vehicle cruising and ship AIS systems, we can obtain information on loading progress, navigation trajectory, and safety measures implementation. Under the premise of safety supervision, we minimize interference with loading operations and efficiently connect various links such as customs clearance, departure, and clearance, using precise measures to help enterprises catch up with orders and expand the market. ”Introduction by Zhou Caiyuan, Chief of the Supervision Department of Ningde Customs.
