Beijing takes multiple measures to empower foreign trade enterprises to set sail and go global

This report (Reporter Wan Xiaodong): Recently, it was learned that in order to solve the difficulties faced by foreign trade enterprises in going global and promote the high-quality development of the capital's foreign trade industry, in recent years, the Beijing Municipal Administration for Market Regulation has focused on the development characteristics of regional high-precision and cutting-edge industries, integrated the quality infrastructure resources of standards, metrology, inspection and testing, certification and accreditation throughout the entire chain, innovatively built a service model with "policy support, multi-party support, service sinking, precise assistance, and standard guidance", and provided all-round and full chain support for foreign trade enterprises going global.

It is reported that the Beijing Municipal Administration for Market Regulation, relying on the coordination mechanism of the Capital Standardization Committee, has included the construction of a technical trade measures system, international standard connectivity, and response to overseas barriers as key deployments, clarifying the responsibilities and implementation paths of each department. At the same time, a special subsidy for the standardization strategy of the capital has been established to provide financial support for enterprises to participate in international standard development, overseas standard transformation and other projects. In the past three years, a total of 33.75 million yuan in subsidies have been issued, effectively stimulating the initiative of enterprises to participate in the internationalization of standards and forming a good development pattern of government enterprise coordination and multi-party participation.

Innovatively building a "4+16+X" three-dimensional collaborative work system and breaking down barriers to government and enterprise services. Establish a normalized linkage mechanism by the Beijing Municipal Administration for Market Regulation, Beijing Municipal Bureau of Commerce, Beijing Municipal Bureau of Economy and Information Technology, and Beijing Customs to comprehensively address diverse demands such as enterprise clearance, industrial development, and compliance consulting; Collaborate with 16 district market supervision bureaus across the city to promote the integration of technology and trade measures into clusters, allowing professional services to directly reach industrial parks; Integrate social resources such as universities, research institutes, industry associations, and testing institutions, build a comprehensive technical and trade collaborative service network, and achieve resource sharing and complementary advantages.

Focusing on the pain points of key industrial clusters going global, Beijing has built five specialized technical trade measures public service stations, promoting the "one-stop, one industry" precise service model, realizing one-stop acceptance and one-stop solution of enterprise demands, and promoting the transformation of service mode from "enterprises looking for services" to "services delivered to the door". Among them, the two major service stations in Zhongguancun focus on artificial intelligence and digital industries, and regularly push overseas access standard warnings; The Sino German (European) Service Station in Shunyi District focuses on the high-end manufacturing industry, providing China Europe standard docking and customized risk consulting services.

Relying on the integration advantages of online platforms and offline service stations, Beijing regularly carries out four major special services: industry research, risk warning, notification and evaluation, and public welfare training. Conduct special research on key export industries such as medical devices and biomedicine, and prepare compliance guidelines and risk reports; Relying on the "Capital Standard Network" to publish 3257 WTO technical trade notifications and provide targeted industry risk warnings; By 2025, complete the evaluation of 6 unreasonable overseas technological measures and promote the inclusion of 4 industry concerns into WTO special trade concerns. Over 70 export public welfare training sessions were conducted throughout the year, covering thousands of foreign trade enterprises and effectively enhancing their ability to respond to international rules.

Taking the internationalization of standards and the integration of foreign certification as the starting point, we will continue to smooth the channels for international industry docking. 42 overseas accredited testing and certification institutions in Beijing have established a one-stop cross-border compliance service system, effectively reducing the cost of cross-border trade for enterprises and continuously enhancing the global core competitiveness of the capital's industries.
