Hunan issues a three-year action plan for economic and trade cooperation with Africa

According to the Hunan Provincial Department of Commerce, the "Three Year Action Plan for Hunan Province's Economic and Trade Cooperation with Africa (2026-2028)" (hereinafter referred to as the "Action Plan") has been officially issued and implemented. This document is a guiding document for Hunan to promote deep economic and trade cooperation between Hunan and Africa in the next three years.

The Action Plan clarifies the positioning of medium - and long-term development, focusing on six advantageous industries including mining, automobiles and parts, engineering machinery, medical equipment, modern agriculture, and green energy, enhancing their outward development level, clarifying differentiated expansion paths by industry, and forming a full chain and implementable roadmap.

In the mining industry, Hunan will improve non project supporting facilities, expand the scale of resource recycling, and drive the export of mining equipment, mineral processing materials, and energy equipment; In the field of automobiles and parts, expand the export of spare parts, explore key national ride hailing markets, and expand the export of second-hand cars; In the field of medical devices, we will focus on building a dual platform collaborative operation model both domestically and internationally, accelerating product market certification and local sales channel layout; In the field of construction machinery, we will connect with Chinese enterprises in non major infrastructure and mining engineering projects, expand the export of branded main engines, and gradually establish pre warehouses and maintenance spare parts centers in non major areas; In the field of modern agriculture, in the integration center of agricultural machinery production, sales, and services, we will simultaneously cultivate projects for the integration of production and trade, and coordinate the expansion of the export of advantageous products and the import of African characteristic agricultural products; In the field of green energy, promote the coordinated development of the new energy industry and non Chinese funded projects, and support the construction of integrated investment, construction, and operation projects.

The Action Plan formulates specific action tasks from multiple dimensions, including industrial layout, supporting services, cooperation models, and overall planning mechanisms. For example, implementing a classified cultivation mechanism and building a gradient management entity matrix of "leading by leaders, backbone support, and follow-up by small and medium-sized enterprises"; Coordinate the full chain guarantee of overseas supporting carriers, cross-border logistics, financial services, and talent think tanks; Iterative optimization of non new barter trade models, creating a sustainable cooperation loop of "equipment export capacity improvement product return", etc.

In recent years, Hunan has relied on two national platforms, the China Africa Economic and Trade Expo and the China Africa Economic and Trade Deep Cooperation Pilot Zone, to continuously strengthen the foundation of economic and trade cooperation with Africa and expand its trade volume. During the 14th Five Year Plan period, the province's trade with Africa remained the largest in the central and western regions.
