On July 17th, a busy and orderly scene of operations was observed in the Longfei Logistics Supervision Warehouse in Meishan Port Area, Zhoushan Port, Ningbo. Several forklifts were shuttling between neatly stacked goods, and workers held terminals to scan the barcode of the goods and upload the data to the system in real time. This place is filled with bulk cargo from domestic small and medium-sized enterprises. A batch of bulk cargo that is currently being packed has completed all customs clearance procedures and is about to be shipped to Canada.
It is reported that these goods are all shipped through the "inspection before shipment" mode. In the first half of this year, Ningbo Customs supervised the export LCL value under the "inspection before shipment" mode, which has reached 47.63 billion yuan.
In recent years, the market pattern of the foreign trade industry has continued to change, and new formats such as cross-border e-commerce and export LCL have maintained a high-speed development trend. Foreign trade orders have shown a new trend of small batches, multiple batches, and fast turnover in the industry. In order to reduce logistics costs, manufacturers are increasingly demanding the use of the "one box, multiple tickets" LCL mode for export shipments.
The 'inspection before shipment' mode will prioritize inspection before packing. In this mode, the export LCL cargo enters the customs supervision site in bulk form, completes the full process of declaration, inspection, and release, and is then packed and shipped. The clearance time can be reduced from 2 to 3 days to within 1 day.
The problems that once plagued small and medium-sized foreign trade enterprises, such as long waiting times for LCL shipments, easy delays in inspections, and high costs, have been effectively solved. A steady stream of scattered goods is now being shipped to markets around the world through LCL channels.
Data shows that in the first half of this year, under this mode, the cumulative supervision of export LCL goods by customs exceeded 50000 natural containers, and the scale and business volume of LCL warehouses ranked first in the country.
"After the implementation of the mode of 'inspection before shipment', the number of orders in our warehouse has increased significantly. Since July, the number of holiday lights and other supplies has increased significantly. Through this mode, Yiwu small commodities and other goods will be more convenient to go to sea." said Yu Xufeng, the executive vice general manager of Ningbo Yaji Logistics Co., Ltd.
Based on the advantages of the linkage between customs and ports, the pilot scope of the "inspection before shipment" mode has been expanded to 15 consolidated warehouses, and different trade types have been connected to provide one-stop supervision services such as customs declaration, storage, inspection, packing, and release of goods.
