The first national shipment of African goods eligible for customs clearance in Qingdao with importer's declaration

On July 22nd, at the Huangdao Customs clearance hall under Qingdao Customs, Ding Kaiying, the logistics manager of Kerry Grain and Oil (Qingdao) Co., Ltd., submitted a self issued importer's declaration of origin to the customs officers. With this statement, the company's imported Tanzanian sesame has successfully enjoyed zero tariff treatment, reducing taxes by about 200000 yuan. This is the first African goods imported in China to be eligible for preferential treatment based on the importer's declaration.

Previously, the sesame imported by the company from African countries such as Tanzania had to obtain preferential certificates of origin for each shipment abroad in order to enjoy the benefits. Starting from May 1st this year, zero tariff measures will be implemented for 20 African countries that do not belong to the least developed countries and have established diplomatic relations with China. After obtaining the Customs' Pre Determination of Origin, enterprises can enjoy zero tariffs within 3 years by relying on their independently issued declaration of origin.

To help enterprises seize the opportunity of zero tariffs, Qingdao Customs organized a special lecture for import enterprises and customs declaration agencies from Africa, targeting and guiding import enterprises from Africa to make full use of zero tariffs. According to statistics, in the first half of this year, Qingdao Customs applied zero tariffs to 5.49 billion yuan of African origin goods and reduced taxes by 550 million yuan.

While promoting the full enjoyment of benefits by enterprises, we actively connect with top multinational enterprises, vigorously promote the 'pre determination of origin+importer declaration' benefit model, and guide enterprises to apply for pre determination of origin and independently issue standardized format of origin declaration benefits. "Zhang Li, Deputy Director of the Customs Tariff Department of Qingdao Customs, introduced that domestic importers who have obtained the Customs'" Pre determination of Origin Decision "can issue origin declaration benefits for imported goods from the least developed countries based on the decision, without the need to apply for preferential certificates of origin abroad, further improving the convenience level of enterprise benefits.

Next, Qingdao Customs will rely on the recently established Enjoyment Support Center and other platforms to provide tariff technical services such as preferential scheme design and customs clearance coordination for key enterprises, continuously optimize the mode of origin management, and promote the full release of zero tariff dividends.
