Guangzhou Customs launches new measures to boost foreign trade development
This year, based on the support policies of the General Administration, Guangzhou Customs has launched a combination of "regulations+self selection+characteristics" and introduced 33 specific measures to continuously deepen reform and optimize services, making trade clearance smoother, enterprise affairs more worry free, and people's lives more convenient. These measures are mainly reflected in the three characteristics of "fast, new, and excellent":
One is to highlight "fast" and focus on creating fast lines for key product categories, supporting fast entry and exit of goods. Focusing on the characteristics of imported and exported goods at the ports of the customs district and the voices of local governments and enterprises, we will create a fast track for customs clearance of seven major categories of goods, including scientific research materials, high-tech goods, exported cosmetics, automobiles, etc., and establish a "green channel" to significantly improve customs clearance efficiency. At the same time, we will strengthen the construction of core capabilities at key ports, comprehensively enhance the comprehensive capacity of ports to carry, inspect and test, promote the operation of multimodal logistics, advance the integration of port and local supervision, and continuously smooth cross-border logistics channels. At the same time, we will increase innovation in regulatory models and promote the improvement of customs clearance quality and efficiency. Deepen the reform and innovation of customs clearance supervision to better serve industrial development, focusing on supporting the development of new quality productivity, empowering new business models, promoting the expansion and quality improvement of comprehensive bonded zones, and optimizing the supervision of key commodities. For example, in order to support the accelerated development of the cosmetics industry, measures such as "whitelist+sampling release" for exporting cosmetics have been introduced. For cosmetics exported by companies on the "whitelist", the clearance period can be shortened from more than 10 days to 1 day, further enhancing the competitiveness of exported products.
The second is to highlight the "new", focus on innovating rules and mechanisms, and demonstrate the results of replication and promotion. We will continue to deepen cooperation in the Guangdong Hong Kong Macao Greater Bay Area in facilitating cross-border factor flows, supporting the development of the Bay Area industrial system, and strengthening law enforcement cooperation among the three regions. In terms of facilitating cross-border factor flow, the customs support the comprehensive implementation of the free entry guarantee policy for yachts from Hong Kong and Macau, and provide convenient supervision for entry and exit. At the same time, they also support the docking and direct entry maintenance of yachts from Hong Kong and Macau. Innovate the electronic issuance convenience mode of inspection and quarantine certificates, deepen the connection with the inspection and quarantine rules of Hong Kong and Macao, and since June 1st this year, Hong Kong and Macao have fully recognized the "cloud issuance" of agricultural and food product inspection and quarantine certificates by mainland customs, realizing online submission, intelligent review, and self-service verification by enterprises. The certificate can be issued in as fast as 5 minutes, saving enterprises 1 to 2 hours of certificate collection time and related labor, transportation and other costs per day. In terms of supporting the development of the industrial system in the Bay Area, we support the development of new models of industrial cooperation between the two regions, such as the "relocation of Hong Kong warehouses" and technological innovation. By utilizing intelligent means to implement "horse face intelligent recognition", "unified monitoring, and mutual recognition of results", we support the increase in the frequency of horse racing transportation between Guangdong and Hong Kong to "three in and three out" per week.
The third is to highlight "excellence", focus on optimizing services for market entities, and provide precise assistance and benefits to enterprises. The focus is on increasing support for AEO enterprises, strengthening import and export tariff preferential policies and services, and enhancing trade compliance management to improve the satisfaction and sense of gain of enterprises in import and export trade. In terms of increasing support for AEO enterprises, we will enhance the intelligence of robots in AEO training bases, carry out training for key enterprises such as new quality productivity and green low-carbon enterprises, and promote the implementation of enterprise credit management measures. Since the beginning of this year, AEO enterprises in the Guanqu district have cumulatively enjoyed bank business discounts and exemptions of about 15 million yuan. In terms of tariff preferential policy services, we guide enterprises to make good use of the tariff reduction policies in free trade agreements, promote diversified tax guarantees, self-service printing of certificates of origin and other convenient measures, and support enterprises to better and faster "go global". At the same time, Guangzhou Customs actively supports the deepening and implementation of Guangdong Africa economic and trade cooperation, implements the comprehensive implementation of zero tariff measures for 53 countries that have established diplomatic relations with Africa, and has supported relevant enterprises to enjoy tax reductions since its implementation two months ago.
